A vacancy has arisen within the site services directorate for a general site areas (GSA) responsible manager. The purpose of the post is to be responsible for, and to manage, safe operations across the general site areas, to manage and oversee the D2000 permit office and GSA permit issuers.

The job holder will be responsible for all estates site infrastructure and services outwith other authority to operate (ATO) areas and the planning, monitoring, control, management, and delivery of works control. The successful candidate should have experience as an ATO holder and knowledge of works control and the safety case process.
Key responsibilities:
Asset owner and client for all assets and compliance systems out with an existing safety case area (ATO)
Assume pseudo ATO role for GSA assets and infrastructure, including operational support services
Ensure engineering substation reviews for electrical distribution system, treated and raw water distribution systems, boiler house 7 steam distribution system, compressed air distribution system, and nitrogen systems are in place and valid
Review and approve Dounreay modification report's (DMR's), excavation protocols etc, associated with modifications to GSA infrastructure, facilities, and processes
Review and approve project handover documentation and take responsibility for new facilities, systems in the general site area
Support the safe operation and management of the GSA facilities and infrastructure by ensuring the timely review and investigations of all unusual occurrences (UNORS), raised in GSA, the reviewing and analysis of UNOR trends
Ensure a full programme of planned general inspections (PGI's) are in place and delivered across all GSA facilities and areas of operation
Review and report on identified problems and incidents, establishing causes and identifying, recommending, and implementing solutions
Set and execute management strategies, optimising plans to respond to changes when necessary
Expedite safe project delivery to the satisfaction of internal and external stakeholders via the site work control process
Contribute to continuous improvement of policies and procedures in support of maintenance delivery and safe systems of work across site
Manage and oversee the functionality and delivery of the GSA permit issuing team
Chair of the traffic management working group
Perform the responsibilities of authorisations relevant to the post including intelligent customer for site distributed services (electricity, treated and raw water, boiler house, and steam distribution, compressed air and nitrogen) and security management systems
Manage Dounreay staff as a line manager
Aptitudes and experience:
HND in science/engineering or equivalent qualifications plus experience
Extensive operational management experience
Relevant asbestos management experience and regulator engagement
