The difference you will make as a Head of Group People Transformation & Partnering



The Role holder will Report directly to the Director of People & Culture, the Head of Group People Transformation & Partnering is accountable for all aspects of delivering a strategic people partnering and advice service across the Group, a trusted adviser to the Executive Team and senior leaders across a wide range of transformational people projects, including organisation design, mergers and recruitment and people/employee relations advice.


You will be accountable for leading the development of a people transformation and partnering plan that that builds on existing best practice in The Riverside Group (TRG) and One Housing Group (OHG) and leads to the shaping and design of a combined service and people partnering and advice proposition for both organisations that is modern, supports the achievement of our people strategy and corporate plan.


You will also be responsible for leading a team of people partner and advice professionals, across a range of specialist areas including transformational organisational change, trade union relationships, strategic people planning and partnering, employee relations advice and case management.

Role Profile



Leading Our Strategy and Our People



Develop and deliver a modern people partnering and advice plan, for the combined Group, to ensure the effective management of all people related issues and change, collaborating with People Services colleagues, Business Transformation, and senior business leaders to ensure effective generalist people support across the Group. Represent People Services on all things related to people partnering, advice and transformation, providing expert advice and keeping under review legislative, regulatory, best practice developments that might affect the Group. Ensure highly effective communication and partnerships with peers and all stakeholders, securing understanding and support for requirements, impact, and future direction. To lead in such a way as to have a positive impact on our people. Role modelling Our Riverside Way, ensuring our ways of working are embedded in all we do and ensuring the achievement of our aspired culture. Develop and implement a route map for integration of the OHG and TRG Partnering and People/HR Advice Teams that has organisation support and buy in, maintains service levels and with effective risk management and strong governance at the heart of the plan. Support the Director of People & Culture to direct the design and implementation of an effective operating model, organisational structure, to foster modern, approach to partnering and advice practices. Influence and develop strong partnerships to create synergies and innovative, shared solutions across TRG that enables an efficient and cost-effective approach to people transformation, partnering and advice. Build a diverse, high performing, and customer focused team with modern ways of working and the right knowledge, behaviours and capabilities that enables the effective execution of our vision, strategy, and goals.

Leading Service & Solution Delivery



Drive a culture of continuous service improvement, promoting cross-organisational working, to deliver best practice services and frameworks that meet developing and evolving business needs and ensures strong governance and control. Enhance people partnering and advice function capabilities by leveraging and leading resources, both internally and externally. Leading and be accountable for the; approach and strategic management of people partnering service, ensuring the delivery of an effective partnering model across L&D. Talent Acquisition and People partnering so that business receives a seamless partnering service and joined up solutions from People Services. A consistent approach and service proposition for partnering to Executive teams and their leadership groups, ensuring provision and insight relating to people MI, people plans and that people partners embed and implement the people strategy activity within area of the business. Analysis of people MI and data gaining insight into issues, trends, and proactive areas for improvement, measured against best practice. Enabling effective reporting, presenting findings and recommendations to key stakeholders, ensuring effective and consistent people plans are in place to improve the colleague experience management of an effective and value add people advice service, ensuring effective and efficient case management within expected timescales and SLAs, providing experts people advice to our leaders and people managers. Main point of contact for Trade Union, legal, Tribunal cases and Settlement Agreement approvals. Proactive management of key people issues relating to sickness absence etc. management of transformational people change work in partnership with Business Transformation to ensure that people implications of organisational change are considered at the beginning of any projects and work collaboratively with peers to ensure that the right visibility and resources are allocated and aligned to organisational plans. Leadership and delivery of complex people change initiatives, organisation design, mergers & acquisitions TUPE transfers, ensuring collaboration between leaders and people services including ownership and continuous improvement of process management and tracking of restructures, FTE and budgetary savings, statutory submissions, consultation to ensure an experience that is aligned to our OD principles and that process are dealt with compliantly and efficiently. Oversee the development of frameworks, policies, system, guidance, and toolkits to underpin the partnering and advice service and provide guidance and strategic direction to People Services colleagues, to enable effective implementation of people change initiatives across the Group. Develop and control the annual operating and capital expenditure budgets for own area to ensure spend is consistent with the organisation's overall strategic objectives and is within plan and that suppliers and contracts for area are current, effective, governed and that we receive value for money and an excellent service. Ensure the development and achievement of service level agreements (SLAs), identifying and reporting on key performance indicators (KPIs) to enable monitoring of and reporting on service delivery. Regularly reviewing and analysing KPIs to continually improve service in line with customer need and addressing underperformance. Maintain industry knowledge and expertise, keeping abreast of talent acquisition, analysing data and trends identifying opportunities to contribute to and shape future decision making. Ensure that all information security requirements, including data protection, are met in accordance with the Group's policy, procedures, and statutory requirements. Ensure that health and safety requirements are met in accordance with the Group's policy, procedures, and statutory requirements.

Person specification



Knowledge & Experience



Track record of success in a senior manager role responsible for strategic people partnering, moving from a transactional to transformational model, meeting demanding objectives, delivering business performance that exceeds expectations. Extensive experience of trade union management in a highly unionised environment, collective bargaining, highly effective negotiator. Well networked and deep technical expert in HR / employee relations, and dealing with and sensitive complex case work, tribunal, mediation, and ACAS, advising at an executive level, managing effective relationships demonstrating strong credibility at a senior level including those with boards, customers, partners, and a wide range of stakeholders Extensive experience of leading large-scale merger and acquisitions, organisation design and TUPEs, including development of approach and frameworks. Developing operating models and supporting business to implement. Experience of building and advising at an executive level and Significant experience of leading transformational change with the proven ability to think and plan strategically; shape and deliver people projects to agreed timescales; and manage conflicting priorities. CIPD qualified, or talent acquisition qualification / equivalent experience. Experience of large scale and cost supplier management working with legal advisors (internal and external) and management of 3rd party suppliers. CIPD qualified with up-to-date knowledge of Employment Legislation and HR best practice. Excellent project management and leadership skills with a people change environment.

Skills & Capabilities



Strong ability to effectively influence which instils confidence with peers, colleagues, boards, and stakeholders, developing good reports, plans and recommendations. Excellent verbal and written communication skills including the ability to explain talent acquisition strategies to the business (and to colleagues of a non-HR or Talent Acquisition background) in a clear way. Deep understanding of current and emerging practices relating to area of expertise and how others are using them to drive and improve our business.
