About the Job

To develop and implement a Health, Safety and Wellbeing framework, taking responsibility for the development and management of robust health, safety and wellbeing strategies, policies, processes and procedures considering best practice and the operational needs of the business, thus ensuring that the Repairs and Maintenance Service complies with all current Health and Safety legislation. * To support the Assistant Director for Housing Service as part of the Senior Management Team to deliver the council\'s Health and Safety Function for the Repairs & Maintenance Service.

  • To be responsible for coordinating the organisations risk management activity, performance management framework relating to Health and Safety, overseeing issues relating to governance, policy and compliance (statutory and non-statutory)
  • To be the lead for the business on any legal, governance or regulatory changes that will impact on the business, taking responsibility for providing regular progress reports to relevant governance boards and for submitting returns and developing annual reports/statements as required
  • To lead for the business in the utilisation of digital solutions in Health and Safety Management.
Job Summary * The post holder reports to Assistant Director of Housing Services.
  • The post holder has no line management responsibility.
  • The post holder has no budgetary responsibility.
  • The post holder may be required to work evenings, weekends and occasional public holidays, in order to meet service requirements.
Key Tasks and Accountabilities:

Key tasks and accountabilities are intended to be a guide to the range and level of work expected of the post holder. This is not an exhaustive list of all tasks that may fall to the post holder and employees will be expected to carry out such other reasonable duties which may be required from time to time.

Take the lead for all Health, Safety and Wellbeing related activity, providing expertise and insight to the business (including but not limited to); * To develop and implement the Health, Safety & Wellbeing framework specific to the RMS
  • To lead on the continuously improvement RMS\'s Health and Safety framework to ensure it complies with corporate and national health and safety legislations.
  • To act as the health and safety expert across the functions provided by RMS and lead culture change in compliance when necessary.
  • To develop and implement a health, safety and wellbeing communication strategy that aligns to corporate and service objectives
  • To take appropriate action when dealing with poor performance and implement improvement action plans
About You

The successful candidate will be expected to possess the following knowledge and experience: * Provide expert guidance and advice to a range of clients on complex H&S issues (A Degree in Occupational Health and Safety, NEBOSH Diploma or equivalent
  • Experience working in a property/ development organisation
  • Experience of developing and maintaining effective relationships internally with other business areas and externally
  • Extensive and up to date knowledge on Health and Safety legislation
  • Service improvement, maximising efficiency and new delivery models for the functions within the Team
  • Delivery of a service to a specific plan against agreed SLAs and KPIs
  • Comprehensive knowledge and experience in working with HSG65 and OHSAS 18001
  • Understanding of software and databases
  • Delivery of complex information to a range of clients including training, briefings etc.
The following Education / Qualifications:

A Degree in Occupational Health and Safety, NEBOSH Diploma or equivalent.

And the following Skills & Abilities: * Ability to work under pressure.

  • A corporate team player, highly motivated and resilient.
  • A skilled communicator with the ability to communicate orally and in writing to a diverse range of audiences.
  • Ability to influence and negotiate effectively along with the ability to lead, motivate, inspire confidence and enthusiasm.
  • Ability to plan and oversee the effective delivery of a comprehensive program of health and safety training.
  • The ability to compile concise and often technical reports for different levels of management.
  • The ability to make decisions at a level commensurate to the post

About Us:

The London Borough of Newham is located only 5 miles east of London. It is well positioned with access to all major networks in London and the south east. It is well connected by public transport with, bus, tube and DLR. When the Crossrail service opens it will call at Custom House close to our council offices and also Stratford station and from there to central London. The London City Airport which serves major European cities is located at Royal Albert Dock. Newham has the youngest overall population in the country.
