Health, Safety, Security, Environment and Quality (HSSEQ) Advisor - COMAH

Location: Basildon, Essex

Salary: \xc2\xa335-45,000 + bonus + benefits

The Engineering and Programming team at our market leading COMAH registered Client are looking to recruit an engaging and proactive Health, Safety, Security, Environment and Quality Advisor

Assist the site management in achieving its health safety, security, environmental and quality aims across all site operations to ensure the site remains legislatively compliant, complies with the business HSSEQ management systems. Additionally, to provide HSSEQ advice to all on site to help build an interdependent safety culture.

Partner with stakeholders in achieving its health safety, security, environmental and quality aims across all site operations & co-located teams to support the site and ensure it remains legislatively compliant by conducting audits and inspections, in line with company HSSEQ systems and to improve overall HSSEQ performance.

Additionally, to provide HSSEQ advice & coaching to all at the COMAH registered site, to help build an interdependent safety culture.

The role:

  • To provide HSSEQ support for the site to help maintain and develop a safety first and quality culture, with particular emphasis on regularly inspecting and auditing the facility to ensure production demands do not detract from safety, quality or compliance policies and checking that all site and visiting management display \xe2\x80\x9cvisible felt leadership\xe2\x80\x9d
  • Assist and check that the site accurately records all reported hazards, near misses and incidents and that they are investigated in accordance with procedure HS-Q-06 to ensure all such events are known and any learnings are identified and implemented
  • Check and assist the site has an adequate level of emergency preparedness, by ensuring the site has up to date and regularly tested internal and external emergency plans and it has \'available on demand\' emergency equipment to keep its emergency preparedness PSPI in the green
  • Assist and check that the site maintains adequate safe systems of work, by ensuring:
  • Suitable work instructions, jogger boards are available for routine tasks; risk assessments and method statements are prepared for non routine tasks
  • The permit to work procedure and isolation policy are applied; and all people carrying out tasks have been trained and are competent to do so.
  • Ensure the site controls contractors working on site in accordance with company procedure to ensure they are familiar with site rules and can carry out their work in a safe manner
  • Ensure the site controls visitors to the site in accordance with company procedure to ensure their own and the safety of others is maintained
  • Assist and check that the site completes HSSEQ tasks and returns HSSEQ information in a timely and accurate manner to enable the publication of HSSEQ reports
  • To check activities are carried out in accordance with applicable quality standards and in particular those relating to quality of gas exported
  • Assist and check that the site has adequately assessed and is controlling the occupational health risks to its staff with particular attention to hearing; hand, arm and whole-body vibration; contact dermatitis; and the control of substances hazardous to health
  • Assist the site with training and communication of HSSEQ of its staff, in particular induction training for new starters, refresher training to existing staff members and the delivery of toolbox talks and other HSSEQ communications
  • Take an active role in Site Safety Meetings
  • Assist the site in the management and close out of HSSEQ actions relating to the site (from internal and external sources) to ensure that learnings from incidents are implemented and the site remains compliant with legislation and the HSSEQ management systems
The person:
  • NEBOSH Diploma (or other level 5 relevant qualification)
  • Accident Investigation practitioner
  • Previous COMAH site HSSEQ experience, must have in-depth COMAH experience
  • A trained ISO9001 auditor (including knowledge of ISO14001 & 45001)
  • Thorough understanding of HSSEQ management systems
  • Thorough understanding of specifications relevant to site operations in a production environment
  • Proven ability to make decisions by exercising sound judgement
  • Clear and persuasive communication skills
  • Proficient in hazard identification and evaluation processes, to be able to facilitate HAZIDs and participate in HAZOPs
  • Experience in preparing and evaluating risk assessments and method statements.
  • Experience of working in a production-based environment preferably Petrochem/LPG
  • Working application of Emergency Response Management and involvement in on-site team
  • Experience working with security management systems and understanding internal and external threats
  • Ability to create deliver effective HSSEQ presentations to all levels of staff.
  • Awareness of safety culture models and how to influence change
  • Ability to create or review documents with focus on accuracy and clarity
  • Proficient in the use of Microsoft Office
