An exciting opportunity has arrived inside the Highway Asset Maintenance Team within the Communities Directorate. We are seeking a Highways Maintenance and Asset Management Engineer to assist with the Highway Asset Maintenance of the Borough.



The department has recently secured funding to tackle the backlog of maintenance works to the major assets controlled by the team, such as carriageways, footways and structures with a current sizeable capital and revenue budgets. The successful candidate will be continuing on with the good work the team have undertaken to date, which will lead to future similar levels of investment.



The role will require a candidate who has a good knowledge on the maintenance of carriageways, footways, highway structures and the ability to manage a team highway inspectors and technicians. The role is both challenging and rewarding as you will be involved in solving day to day maintenance issues that can improve the quality of life of many residents within the County Borough



The role will require you to:


Assist in the preparation of the highway asset maintenance programmes for Capital and Revenue works to inform the long term carriageway, Footway and Structures maintenance programmes. The role will require an understanding of Structure Management system (AMX) and the UKPMS to assist in the identification of appropriate schemes with an ability to identify the best treatment techniques to ensure longevity of the asset.

To develop and maintain the Highways Asset Management Plan plus development and maintenance of the highway infrastructure asset inventory

Utilise the Authority's Pavement Management System and Structures Maintenance systems to prepare schedules of proposed highway maintenance schemes

Control, supervise and monitor the annual resurfacing contracts undertaken as part the schedules outlined above (e.g. thin surfacing/ resurfacing/ reconstruction).

To assist in the development of a fully integrated highway service


delivery.



The applicant must have experience in undertaking the specific duties identified in this pack. Must be able to work well as part of a team and communicate effectively with colleagues, external companies and members of the public.



The ability to greet customers through the medium of Welsh is a requirement for this post.



Protecting children, young people or adults at risk is a core responsibility of all council employees.



A valid driving licence is requirement for this post.



The council's Hybrid Working Policy applies to this post. This provides a framework for establishing how you will undertake working hours between your home and the office.



A Health Surveillance assessment through our Occupational Health Service is a requirement for this post.
