The Job
We are looking for an experienced and qualified HR and Recruitment Officer to join our Head Office Team. The Recruitment Officer plays a crucial role in Horizons HR department. Their primary responsibility is to attract, source, and hire talent to meet the company's staffing needs. The Recruitment Officer ensures that the organization attracts and hires the best talent to drive its success.
Key Role & Responsibilities
The role includes carrying out the following duties on an ongoing basis:
1. Job Analysis and Planning
Collaborate with hiring managers to understand job requirements, responsibilities, and qualifications.
Develop job descriptions and person specifications.
Plan recruitment strategies based on organizational needs and workforce planning.
2. Sourcing Candidates
Use various channels to attract candidates, such as job boards, social media (LinkedIn, Facebook, etc.), career fairs, and employee referrals.
Build and maintain a talent pool for current and future hiring needs.
Proactively search for passive candidates through networking and headhunting.
3. Screening and Shortlisting
Review resumes and applications to identify qualified candidates.
Conduct initial phone or video screenings to assess candidates' skills, experience, and cultural fit.
Shortlist candidates for further interviews or assessments.
4. Interviewing and Assessment
Coordinate and conduct interviews (in-person, phone, or video).
Administer skills tests, personality assessments, or other evaluation tools.
Evaluate candidates' competencies, experience, and alignment with company values.
5. Candidate Management
Maintain regular communication with candidates throughout the recruitment process.
Provide feedback to candidates and guide them through the hiring stages.
Ensure a positive candidate experience to enhance the employer brand.
6. Collaboration with Hiring Managers
Work closely with hiring managers to align on candidate requirements and expectations.
Provide updates on recruitment progress and candidate pipelines.
Facilitate decision-making processes for final candidate selection.
7. Offer Management
Extend job offers to selected candidates and negotiate terms (salary, benefits, start date, etc.).
Ensure compliance with company policies and legal requirements during the offer process.
8. Onboarding Support
Coordinate with HR and hiring managers to ensure a smooth onboarding process for new hires.
Assist with paperwork, orientation, and integration into the company.
Organise and Monitor Initial Training of new recruits prior to commencement of role.
9. Employer Branding
Promote the company as an employer of choice through recruitment marketing.
Represent the company at career fairs, industry events, and networking opportunities.
Develop and maintain a positive employer brand on social media and other platforms.
10. Data and Reporting
Track recruitment metrics (time-to-fill, cost-per-hire, candidate satisfaction, etc.).
Analyze recruitment data to identify trends and improve processes.
Prepare reports for management on recruitment activities and outcomes.
11. Compliance and Legal Awareness
Ensure recruitment practices comply with labour laws, Care Inspectorate Better and Safer Recruitment Policy, anti-discrimination regulations, and company policies.
Stay updated on changes in employment legislation and industry best practices.
12. Continuous Improvement
Identify areas for improvement in the recruitment process.
Stay informed about new recruitment tools, technologies, and trends.
Implement innovative strategies to attract and retain top talent.
13. Relationship Building
Build and maintain relationships with educational institutions, recruitment agencies, and industry professionals.
Foster long-term connections with potential candidates for future opportunities.
14. Handling Rejections
Notify unsuccessful candidates in a professional and respectful manner.
Maintain a positive relationship with rejected candidates for future roles.
15. Budget Management
Manage recruitment budgets, including advertising costs, agency fees, and event expenses.
Optimize spending to achieve cost-effective hiring outcomes.
Experience:
- Proven experience as a Recruitment Officer or in a similar role
- Strong knowledge of Human Resources procedures and operations
- Proficient in MS Office Suite
- Excellent attention to detail and accuracy
- Strong organizational and time management skills
- Ability to prioritize tasks and meet deadlines
- Effective communication skills, both written and verbal
Preferred Qualifications- Degree in Human Resources or other Relevant discipline
