You will make sure every IT investment is focused on the right priorities, delivering measurable value while maintaining financial discipline through effective budgeting, forecasting, and cost management.

You'll also turn strategy into action, embedding strong governance, risk management, and process efficiency -- and act as the central point of coordination to bring together IT teams, business units, and stakeholders for cohesive planning and delivery.


Shape IT strategy:

Work with senior IT leaders to translate Heathrow's business goals into an actionable IT strategy and multi-year roadmap.


Build business cases:

Lead the development of major IT investment cases, including cost-benefit analysis, risk assessments, and ROI projections.


Own IT financials:

Manage the full IT budget process (planning, forecasting, monitoring, optimisation) and provide actionable financial insights.


Develop IT talent:

Forecast future skills needs, create career paths, and oversee training, upskilling, and succession planning.


Drive performance:

Establish KPIs to measure IT effectiveness, report on progress, and ensure value delivery across IT services.


Foster collaboration & culture:

Champion a high-performance, innovative culture while ensuring cross-team collaboration and continuous process improvement.



Ability to understand Heathrow's wider business goals, market dynamics, and operations, and translate them into clear IT strategies. Strong strategic vision -- able to see the bigger picture, spot interdependencies, and align IT priorities with organisational needs. Proven experience in assessing current and future talent needs, identifying skills gaps, and creating strategies to address them. Confident communicator, able to present complex information to senior (including non-technical) stakeholders and influence decisions. Skilled negotiator, able to manage both internal stakeholders and external partners/vendors to deliver favourable outcomes. Strong problem-solver -- able to break down complex challenges and create structured, practical solutions. Advanced analytical skills with experience interpreting financial data, identifying trends, and producing actionable insights. Knowledge of best practices in employee development, coaching, and mentoring within a technology context. Ability to understand stakeholder needs and translate them into effective financial, operational, or people-focused solutions. Demonstrated expertise in developing, managing, and controlling large, complex IT budgets (both OpEx and CapEx).

Desirable Skills & Experience



Broad understanding of IT strategy, architecture, operations, cloud platforms, cybersecurity, and agile methodologies (not deep technical knowledge, but a grasp of the language and challenges). Awareness of emerging technologies and their potential impact on business models and IT operations. Experience driving organisational change, introducing new processes, technologies, or operating models within IT. Understanding of IT portfolio management from a financial and resource perspective. Proficiency with tools for advanced financial modelling and data presentation.

Working Location



Our Hybrid working approach offers the opportunity for colleagues in some roles to work from home for an average of two days a week, providing the flexibility to work in an agile way whilst ensuring we deliver for the operational needs of Heathrow . Working arrangements vary from team to team and will be confirmed during the recruitment process. You'll need to be based in the UK and within a commutable distance to Heathrow.
