Join our IT Operations team at Perth & Kinross Council. We need skilled and motivated engineers for two essential areas to deliver secure, resilient, and future-ready digital services. Applicants must be technically confident in one of these roles:

Main Purpose of Each Role




Security & Access - Identity, Access & Platforms




Provide technical support for identity, access, and collaboration platforms, including Microsoft 365, Security Service Edge, and Microsoft domain services. Implement and maintain access controls across on-premises and cloud environments, ensuring secure service edge delivery. Assist in managing changes to infrastructure and services, ensuring minimal disruption and adherence to security standards. Monitor and maintain compliance of access rights, asset configurations, and processes with internal policies and business continuity requirements. Help enforce consistent security policies across SaaS, IaaS, and on-prem environments, maintaining visibility and control over cloud access. Support identity lifecycle processes, including provisioning, deprovisioning, and role-based access management. Assist in managing web traffic policies for both corporate and school environments, ensuring alignment with organisational standards. Maintain accurate configuration data to support IT Asset Management and contribute to lifecycle planning and risk mitigation. Participate in Information Governance and Security & Governance activities as required. Support the IT Incident Recovery Manager in responding to security incidents, including containment and recovery efforts.

Infrastructure Support - Business Applications




Support the design, implementation, migration, upgrade, patching, and decommissioning of business applications in line with technical architecture standards. Contribute to the development and refinement of technical requirements for business applications during procurement and renewal processes. Maintain accurate and up-to-date technical documentation, including system diagrams, troubleshooting guides, upgrade procedures, best practices, and disaster recovery plans. Assist in application procurement activities, providing technical input and evaluation support. Identify and remediate security vulnerabilities within business applications, ensuring compliance with security policies. Support the IT Incident Recovery Manager in investigating and responding to security incidents related to business applications. Provide technical support and maintenance for the council's SQL Server and Oracle database environments, including licensing and performance tuning. Collaborate with service areas and IT teams, demonstrating strong communication and coordination skills to support operational needs. Maintain accurate configuration data for IT assets and contribute to lifecycle planning and risk assessments as part of IT Asset Management.

Infrastructure Support - Networking & Telephony




Provide technical support for the Council's voice and data network infrastructure, including LAN/WAN, wireless, and telephony systems across corporate and educational environments. Implement and maintain resilient, secure, and high-performing network services, ensuring availability and scalability across all Council sites. Assist in the delivery of key infrastructure projects such as WAN development, wireless upgrades, firewall and remote access solutions, and telephony strategy implementation. Monitor and maintain network performance, proactively identifying and resolving issues to minimise service disruption and ensure compliance with security and operational standards. Support the deployment and lifecycle management of network hardware and software, including switches, routers, firewalls, and load balancers. Contribute to the planning and execution of Zero Trust Network strategies and cloud-based connectivity solutions. Maintain accurate configuration and asset data to support IT Asset Management and inform capacity planning and risk mitigation. Support the IT Incident Recovery Manager in responding to network-related incidents, including containment, recovery, and root cause analysis.

What You'll Bring





We're looking for engineers who:


Hold an HND (or higher) in a relevant discipline or can demonstrate substantial hands-on IT experience. Understand security frameworks and compliance standards. Communicate clearly and confidently with both technical and non-technical audiences. Are self-driven, well-organised, and can manage multiple priorities effectively. Excel in planning, problem-solving, and delivering structured outcomes. Embrace technical challenges and support innovation across the organisation. Present themselves with professionalism, and confidence. Work effectively in multidisciplinary teams and engage and collaborate with a wide range of stakeholders.
