Job Description


Deliver a data and digital assurance reporting service, provide a customer-focused reporting service to the Regions functions that supports enhanced data, analysis and decision making and maximises efficiency and consistency of data control across the organisation.

The Wales & Western region is shifting to a devolved model where products and solutions can be developed locally. The new Digital and Data team consists of a Business System Owner, Azure Technical Lead, Lead Visualisation Manager and Systems Data Analyst. This team sits within the wider Finance directorate along-side Commercial, Legal, Governance Risk & Assurance (GRA), Property, and Business Planning & Analysis (BPA) teams that serve the wider region. Within the BPA team the Digital & Data team will work closely with long term planning, financial controls & efficiencies, change & improvement, analysis & insights teams to:

  • Enable the development and maintenance of digital and data products owned and supported by the Region.
  • Work with suppliers to deliver Possession Optimisation, a key priority within the first 12 months that is revolutionising how Engineering Access is planned and delivered through digital and data driven tools.
  • Coordinate and enable access to supported data gateways for regional reporting teams, ensuring that safety, data protection requirements and security needs are clearly identified, maintained and assured.
  • Develop and support regional upskilling in Digital and Data\' environments and tools.
This means that this role has wide exposure across the Region\'s teams building relationships with key internal customers, with the primary aim of enhancing performance of the Digital and Data Products, across a range of measures. You will work with your customers, technical lead and lead product owner to develop, maintain and support digital products. Essential to this is to maintain data control to meet their needs within product roadmap and catalogue as well as within the safety parameters of the products created. Products will initially be developed within Microsoft Azure and Power Platform, therefore technical expertise in these toolsets is desirable.

The role will deliver some coaching of regional colleagues and support developing the Region\'s Digital and Data Strategy.

With a large geographic spread across Wales & Western, there is the opportunity to work with teams all over the Region and travel will be required to attend offices, delivery units and track side to really understand how our diverse teams work to deliver the needs of the railway and how this role will enhance their capability.

All four roles in this new team are being advertised and as such, whilst stated as Bristol, the job location is flexible for hybrid working within the Wales & Western geographic Region.

Key Accountabilities:

As part of the interview, there will be a technical element where you will be asked to show and explain the coding and display of visualisations you have created and how they enable business decisions. * Manage the delivery and support of the Regional Data and Digital service and its outputs, collaborating with the local lead product owner and data owners to improve analysis and decision support for customers across the Region.
  • Own the Regions Data and Digital reporting catalogue, utilising national products (provided by the Group BI Service) where appropriate driving the use of standardised enterprise data, visualisations and metrics so that reliable self-service data platform is consistent and efficient across the Region.
  • Develop, test and own the regional assurance methodology for data and digital outputs from within the region and from national teams (including GBIS), so customers can verify outputs to benefit a wider range of customers across Network Rail,
  • Provide specialist advice and guidance on Decision Support Tools and Business Intelligence to Network Rail teams, increasing overall capability and effectiveness of data and digital use across the Region.
  • Manage the impact of delivering visualisation activity on current resources and work closely with the Business Improvement Managers, so that Visualisation Authors meet delivery requirements and customer expectations.
  • Produce and maintain best practice guides, updating data and visualisation standards, so that outputs and the use of reporting tools are consistent across the Region and reported to wider Network Rail.
  • Identify and implement new visualisation techniques and capabilities for customers, including more advanced analytics and modelling, to drive deeper insights from across the business.
  • Identify and escalate business and safety risks, through visualisations, so that business area customers can mitigate and manage risks effectively.
  • Produce data quality guidance, engaging with the GBIS Lead Visualisation Author for national products, plus Data Owners and Quality Managers on local products, to continuously improve data compliance and accuracy across the Region.
Job Skills, Experience and Qualifications:

Essential
  • Educated to degree level in a relevant discipline or equivalent demonstrable experience
  • Extensive demonstrable experience, in multiple Microsoft Power Platform Toolsets such as MS Power BI and Power Applications
  • Successful proven experience using waterfall and agile methodologies
  • Demonstrable knowledge of business analysis and identifying, developing and delivering technical solutions from problem statements
  • Proven ability to interface with technical and business communities at strategic and detail level
  • Demonstrable strong communication skills; verbal, written and presentation
  • Demonstrable strong analytical and numerical skills
  • Demonstrable knowledge of Datamodelling/architecture
Desirable
  • Recognised professional qualification in Business Analysis (eg BCS Business Analysis Consultant or Expert) or programme/project management qualification (eg Prince2 or Agile
  • Knowledge of the UK Rail Industry
  • Experience of working within a large, devolved Matrix organisation
