Leadership Academy Course Programme Manager
Salary:
The starting salary is 47,060, which includes allowances totalling 2,928.
The salary is broken down as 44,132 basic salary, which will increase annually until you reach the top of the scale 52,652. Plus, a location allowance of 1,928 and a non-pensionable allowance of 1,000.

In line with A New Met for London to develop a strong cohort of leaders, the Commissioner has made a commitment to help set our leaders up to succeed by ensuring a leadership development programme for all leaders every year.
This will be delivered through the New Leadership Academy providing a contemporary and impactful learning offer to our leaders.
This role will lead the design of high-quality, impactful leadership development programmes in support of the Met's strategic priorities.
Using industry-recognised instructional design methodologies and adult learning principles, the course programme manager will create engaging, structured, and measurable learning experiences that directly impact leader performance.
The role holder will ensure all learning meets the required national standards and/or licences where applicable through engagement with multiple internal and external stakeholders.

Essential For The Role
Knowledge
Conduct comprehensive Training Needs Analyses (TNA) to identify learning gaps, define performance objectives, and align training initiatives with organisational goals.
Engage with stakeholders, subject matter experts (SMEs), and business leaders to gather input, validate needs, and ensure training solutions meet strategic priorities.
Design structured learning curriculums using Training Objectives (TO's), Enabling Objectives (EO's), and Key Learning Points (KLP's) to ensure clear learning outcomes are met.
Apply appropriate learning taxonomies (e.g., Bloom's) to define learning levels and structure content accordingly.
Develop and implement assessment strategies, including assessment specifications aligned to learning objectives and training outcomes.
Design training programmes that account for learner profiles, content complexity, delivery formats, time constraints, and operational context.
Create detailed lesson specifications and lesson plans that support consistent delivery and measurable learning impact.
Design and develop high-quality, engaging leadership training programmes and materials tailored to emerging and experienced leaders.
Utilise instructional design methodologies (e.g., ADDIE, SAT, DSAT) and adult learning principles to ensure learning experiences are impactful, relevant, and sustainable.
Design and deliver Training Quality documentation that supports the training ecosystem, this includes Train the Trainer work packages, and instructional QA activity.
Broad knowledge base of learning technologies relevant to leadership development training.
Knowledge of aligning leadership programmes to wider organisational strategy.
Knowledge of leadership programme evaluation.
Skills
Proven expertise in conducting Training Needs Analyses (TNA) and translating findings into effective learning strategies.
Strong stakeholder engagement and consultation skills, with the ability to build trust, gather insights, and influence learning outcomes.
Advanced instructional design capabilities, including curriculum development using Training Objectives (TOs), Enabling Objectives (EOs), and Key Learning Points (KLPs).
Deep understanding and practical application of learning taxonomies (e.g., Bloom's) to define and structure learning objectives.
Ability to design and develop engaging, high-impact leadership development programmes and training materials.
Strong written and verbal communication skills, with the ability to clearly articulate complex ideas.
Must be highly proficient with Microsoft Office 365 and SharePoint.
Excellent project management and organisational skills, including the ability to manage multiple priorities and meet deadlines.
High level of attention to detail, quality, and consistency in programme design.
A creative, ambitious, and growth mindset would be advantageous.
Qualifications
Degree or equivalent qualification in Instructional Design, Education, Learning & Development, or a related field.
Professional certification in instructional design or training (e.g., CIPD Level 3-5).
Strong experience in project management related to learning initiatives - ideally with formal project management training (e.g., Prince2, Agile, or similar).
Proven experience designing and delivering leadership development programmes within large, complex, or regulated organisations (public sector experience advantageous).
Membership of a professional body like CMI, IoL, or CIPD is preferable.
Experience
Demonstrated ability to manage multiple complex training projects simultaneously in a fast-paced regulated environment.
Experience in leadership training/instructional design using a design methodology such as ADDIE, SAT, DSAT or similar.
Experience working in regulated industries and/or environments with training compliance requirements.
Experience in working across multiple organisational departments and building effective relationship with diverse stakeholders, both internal and external.
Experience in the management and delivery of QA activity in an adult learning environment (Preferred but not essential).
Knowledge of or experience working within policing, emergency services, defence, or other uniformed services (desirable but not essential).
