Job summary
The role of Management Accountant will give you an in depth understanding of all of the individual service and project budgets and activities within the Commission, You will be close enough to the detail to provide accurate and informed financial advice to budget holders and Executive Board as well as developing a strategic appreciation of how the service / project budgets impact on the wider corporate position and priorities.
You will build strong working relationships with budget managers to help them effectively manage their delegated budgets delivering value for money to the organisation and supporting them when considering financial changes within their services. The role is challenging and rewarding and a key role within the Finance team.
We are seeking a dedicated and highly skilled Management Accountant to join our Financial Services team within the Senedd Commission.
You will play a pivotal role in supporting financial management and decision making processes within the Senedd Commission . Your expertise in financial analysis, budgeting, and management information reporting will contribute to the efficient allocation of resources and the achievement of the organisation's financial objectives.
Your main responsibilities will include; managing the monthly reporting process; improving management accounting practices; strengthening the control environment; analysing in-year budget performance, producing the Commission's annual budget and supporting the project boards and financial reporting requirements for two significant multi year programmes of work.
You will be adaptable and proactive in applying your financial experience to deliver high standards of financial management across the Senedd Commission, so ensuring effective stewardship of public funds and contributing to the Commission's goals in supporting the Welsh Parliament/Senedd Cymru.
Job description
Key tasks:
Lead the preparation and interpretation of monthly financial management reports balancing accuracy and timeliness with quality. This work underpins the effective management of the Commission's resource budget which in turn has a direct impact on service delivery;
Working closely with Budget Managers to review in-year budget performance as well as drawing on your skills to analyse results and challenge forecasts ensuring value for money is delivered through the spend and that expenditure is aligned to corporate delivery;
Develop and maintain meaningful financial management information that adds value to decision making and supports the operations of the organisation;
To support the budget planning cycle through analysis of the impact of spending proposals, value for money initiatives and benefits realisation. In addition, support the team in preparing the annual budget and any necessary supplementary budgets, in compliance with Standing Orders;
To ensure the requirements of the Governance Framework and system of internal control are adhered to and championed through the work of the team. This includes, for example, the maintenance of budget delegations controlling movements in the budget within our existing policies, as well as developing and ensuring compliance with accounting policies and procedures;
To work closely with our internal and external audit colleagues to identify weaknesses, share best practice, and continuously improve the team's contribution to achieving excellent financial stewardship;
To promote awareness of and compliance with financial management practises across the organisation through the development and delivery of training programmes and seek to make improvements to financial management policies and procedures where required;
To provide support to the Financial Accounting Team in preparing statutory accounts and financial accounting reports;
To provide guidance and advice on business cases, expenditure and saving proposals in line with Value for Money and financial stewardship principles;
Ensure effective controls are in place to maintain accuracy of data in financial systems;
Ensure team delivers the month end activities in a timely manner and to the required standard;
Provide leadership and guidance to members of the Finance team, setting clear expectations and objectives that align with the Commission's goals, whilst fostering a positive and inclusive culture
Person specification
1. CCAB qualification with post qualification experience preferably in a service oriented organisation.
2.Excellent communication and presentation skills with the ability to make finance understandable and accessible for non-financial professionals.
3. Excellent technical skills and extensive experience in timely analyses and reporting of monthly financial performance including:
Extensive experience in budget planning and reporting;
A successful track record of implementing improvements to financial management policy and processes; and
Competence in using the Microsoft Office suite, with advanced Excel skills.
4. Ability to balance scrupulous governance management with business effectiveness and efficiency.
5. Excellent data analytical and numerical skills whilst maintaining a strong attention to detail and problem-solving
6. Line management experience with the ability to lead and inspire team members towards common goals.
