Job summary




The Members' Business Support team provides information, advice and guidance to 60 Members of the Senedd ('Members'), which will increase to 96 following the Senedd election in May 2026, and the party groups at the Senedd. The team provides advice on all aspects of the Remuneration Board's Determination, including financial support available to Members and on a broad range of generalist HR matters, such as operational and recruitment support for Members in their capacity as employers and under the framework of the Determination. The team is responsible for approving, paying and publishing all claims drawn against Member budgets.



As a Members' Business Advice Manager, you will play a key role in developing the services of the Members' Business Support team. In addition you will support the Head of Members' Business Support to ensure that Members have access to excellent operational support in order for them to utilise their time most effectively.



Operating within the Board's Determination on salaries and allowances, you must have a strong focus on customer service excellence and the provision of flexible, and appropriate, solutions to assist Members in the delivery of their responsibilities. You will also be required to provide advice directly to Members on extremely sensitive matters. In doing so, you will need maintain the trust of all Members whilst never shying away from difficult conversations and decisions.



This is a challenging yet exciting role in which you will work closely with Senedd Members and their staff, the Head of MBS, senior leaders within the Senedd Commission as well as the Independent Remuneration Board of the Senedd and its Secretariat.

Job description




Typical tasks delivered by holders of these posts include the responsibilities set out below. The specific responsibilities for the post holder will be allocated according to business need and individual experience.

Generalist HR tasks



Provide timely and appropriate generalist HR advice and guidance that complies with employment law, policies, business and operational need, within the framework set under the Determination.

Manage all amendments to Office Holder Salaries, monitoring changes to the Government Ministers, Committee Chairs etc. and acting on it accordingly whilst maintaining accurate records of changes over time.

Ensure that all matters of staff administration, e.g. staff changes, new starters, leavers are dealt with in accordance with agreed policies and to the required deadlines.

Monitor Member staffing structures, holding meetings to discuss requirements and options.

Develop and manage the absence management process, liaising with Occupational Health where necessary.

Oversee the recruitment process of both temporary and permanent staff for all Members, ensuring their needs are met.

Ensure that the new starter process is managed appropriately from appointment paperwork through to induction.

Develop innovative ways to enhance the recruitment processes provided to Members, for example enhancements to address a larger Senedd.

Expenses and allowances



Manage and oversee systems for the administration, management, approval and publication of Members Allowance expenses and travel claims, ensuring they are in line with the Determination, including those related to Senedd Reform.

Work closely with the colleagues to ensure that the audit of all approved expenditure is line with the Determination and that all audit requirements are successfully met.

Approve expenditure on relevant items such as Members publishing and Policy and Research applications.

Manage framework agreements and corporate accounts for Members claiming Cardiff rental and hotel Accommodation and dealing with all aspects of contractual rental arrangements.



General



Ensure the team is motivated to deliver outstanding parliamentary support through a culture of continuous improvement, for example through the introduction of measures to address Senedd Reform.

Ensure that the team is challenged in their roles and have appropriate career development options and meaningful training plans.

Provide support in relation to preparations for Senedd Reform and for the Seventh Senedd.

Person specification



Job Specific criteria:




1. Knowledge and Experience: Strong experience of providing advice and guidance on a wide range of recruitment and generalist HR issues in an accurate, appropriate and timely manner.


2. Prioritisation and Accuracy: Being organised and used to prioritising appropriately and working accurately to tight deadlines in a fast paced and constantly changing environment; you will stay calm while maintaining high standards of service delivery.


3. Interpersonal skills and sound judgment: The ability to manage stakeholder relationships effectively, leading a team with a positive approach to the provision of customer focused services. The ability to win the trust and confidence of politicians and senior staff, fostering and maintaining effective working relationships, and showing an understanding of varying priorities.


4.Communication Skills: Excellent communicator who can deliver information ensuring it is understood (orally and in writing).

Desirable criteria:





The following qualities are not essential for this particular post but have been deemed as desirable. These will only be taken into account in the event of two (or more) candidates acquiring the same score at either application or interview stage.


1. Knowledge and experience of HR MI and payroll systems, ideally using i-Trent.

Welsh language criteria:





The language skills for this post have been assessed as follows:



Listening: Understand discussions and instructions even on unfamiliar topics. (Level 4)



Speaking: Able to speak and engage in discussion at length, confidently and without prompting. (Level 4)



Reading: Understand correspondence, newspaper articles and reports aimed at fluent Welsh speakers. (Level 4)



Writing: Able to write different types of texts in styles that are appropriate to the reader in mind. (Level 4)
