Job summary




A minimum, credible, independent nuclear deterrent, declared to the defence of NATO, remains essential to guarantee our security, and that of our Allies. At least one Royal Navy ballistic submarine has been patrolling the world's oceans, unseen and undetected for 50 years. Operation RELENTLESS is the longest sustained military operation ever undertaken by the UK and works every hour of every day to keep us safe.


Working in Navy Command as Op Relentless Mitigation Manager you will form part of a new Joint Staff Function, supporting the First Sea Lord (1SL) in driving improved delivery across Defence to support this operation.


You will work across all Lines of Operation (LOO) in the Royal Navy, Strategic Command, Defence Nuclear Organisation, Submarine Delivery Agency and others to identify and drive prioritised interventions, as directed by the 1SL chaired Relentless Campaign Management Board and Fleet Commander chaired Risk Management Board.


As a Project Delivery professional with experience of different delivery methodologies (including Agile) you will be responsible for scoping and prioritising candidate interventions and leading 'sprints' via temporary hybrid teams across all LOOs. The ideal candidate will be solution focused, with a problem-solving mentality and a desire to deliver tangible and measurable improvements in outputs and outcomes. Whilst not essential, knowledge or experience of using military campaign methodology would be an advantage.


You will work to the JSF Chief of Staff and alongside a Risk Manager and Performance Manager and their teams.


The role is predominantly based in NCHQ, Portsmouth, but could be based in London MMB.


This position is advertised at 37 hours per week.

Job description




With the Op R Risk and Performance Managers, identify and prioritise candidate JSF interventions and recommend highest impact options for endorsement by JSF COS/ RCMB governance. Provide updates on delivery performance and use governance to escalate blockers to delivery as required. (Governance)


Manage JSF sprint lead resource. Determine and secure available resource across LOO to support delivery of interventions. (Resources)


Drive interventions to deliver agreed outputs, provide day to day leadership of the sprint team, setting the appropriate controls to track and manage progress. Use appropriate delivery methodologies to match the pace and scale of the intervention. Maintain 'lessons learned' to support continued improvements in delivery. (Delivery, Project Performance and Controls, Project Plan)


Ensure interventions deliver lasting impact and document changes with stakeholders (Change management, Benefits Realisation)


Establish and lead a stakeholder community across all Lines of Operation, working collaboratively to identify and deliver priority interventions (Stakeholder Management)


Line Manage RCMB JSF mitigation x3 sprint leads (Civil Servant or Mil). Provide direction, support, guidance and coaching for the team. Show commitment to personal development. Promote effective individual and team performance.

Person specification



Project management experience, ideally with Sprint / Agile principles (Essential). Strong communication skills and an ability to influence stakeholders across LOOs to engage with domain experts and mitigation sprint leads for JSF processes. (Essential). Developed Vetting and willingness to undergo STRAP clearance (Essential). Previous experience of working within the Defence Nuclear Enterprise (DNE) (Desirable). Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
