Job summary




A minimum, credible, independent nuclear deterrent, declared to the defence of NATO, remains essential to guarantee our security, and that of our Allies. At least one Royal Navy ballistic submarine has been patrolling the world's oceans, unseen and undetected for 50 years. Operation RELENTLESS is the longest sustained military operation ever undertaken by the UK and works every hour of every day to keep us safe.


Working in Navy Command as Performance Manager you will form part of a new Joint Staff Function, supporting the First Sea Lord (1SL) in driving improved delivery across Defence to support this operation.


You will work across Lines of Operation (LOO) in the Royal Navy, Strategic Command, Defence Nuclear Organisation, Submarine Delivery Agency and others to generate quality assured performance reporting and insight for the 1SL chaired Relentless Campaign Management Board (RCMB) and Fleet Commander chaired Risk Management Board.


As an experienced Data Analyst practitioner, you will be responsible for creation of the products (dashboard and other tasked products), directing third party providers in creation of an enduring quality assured suite of data, and establishing a community of analysts across LOOs to act as a 'virtual team'. You may also directly manage data analysts to complete cross-cutting analysis.


You will work to the JSF Chief of Staff and alongside a Risk Manager and Mitigation Manager and their teams.


The role is predominantly based in NCHQ, Portsmouth, but could be based in London MMB.


This position is advertised at 37 hours per week.

Job description




To provide performance management information to inform RCMB decision making and respond to emergent customer requirements for performance reporting. This will include design and production of a dashboard on RELENTLESS Campaign performance and responding to ad hoc tasks requiring data analysis. (Data analysis and synthesis; Data visualisation; statistical methods and data analysis - practitioner)


To engage across LOO owners to build a network of SMEs, data owners and data analysts to support the RCMB customer requirement. (Communicating between the technical and non technical; IT and mathematics; Logical and creative thinker - practitioner)


To deliver and grow (via third party providers) an enduring suite of quality assured management information, with controlled and managed access and tooling to meet analyst user requirements. (Data management; Data modelling cleansing and enrichment; data quality assurance validation and linkage; project management - practitioner)


To ensure that performance management information provided to the RCMB governance series is quality assured, coherent across all LOO and with that provided to Navy Board/ NEC, Defence Nuclear Enterprise and Defence Nuclear Boards.


To build analytical capacity across the LOO to support RCMB tasking and prioritise against available resource.


To ensure data access is appropriately controlled, in line with Information Asset Owner (IAO) requirements and JSPs. To ensure appropriate controls are in place for authorised users to access the data suite. To administer access and security controls for the data suite.


To support RCMB JSF COS briefs at the fortnightly DSM Executive Function session to provide an overview of RCMB progressed actions related to performance data.

Person specification



Data Analyst practitioner: Data analyst - Government Digital and Data Profession Capability Framework (Senior Analyst) (Essential). Strong communication skills and an ability to influence stakeholders across Op R LOOs to engage with SMEs, analysts (users) and customers. (Essential). Experience of directing and providing oversight of third party providers (Essential). Highly skilled at data visualisation and presenting information to a senior audience to support decision making (Essential). Previous experience of generating data and insight for performance management, including quality assuring others' work (Essential). Willingness to undergo Developed Vetting and STRAP clearance (Essential). ###

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
