Job Summary


The Registered Service Manager will be managed/supervised by the Nominated Individual / Non-Exec Director and has a duty ensuring operationally that all Quality Standards are met under various legislation and primarily compliance with the Supported Accommodation (England) Regulations 2023.

The post holder is the most senior operational staff member.

The post holder must be able to demonstrate a strong work ethic, perform with minimal intervention or supervision and deliver against performance targets as set in their annual appraisal.

The post holder WILL HAVE final responsibility for compliance with the Supported Accommodation Regulation (England) 2023 legislation and input into the company policies and procedures associated with these areas of responsibility

Job Overview:



The Registered Service Manager is responsible for the regulatory service delivery, reporting and governance is delivered, as agreed with the Managing Director and Nominated Individual.

The post holder should be able to evidence how the service has improved outcomes for young people commissioned to the service, how they have been supported and protected, and their home is safe and welcoming residence for them to develop to independent living. The post holder must also demonstrate the company is governed in a professional and compliant manner.

The delivery of the role will be evidence based and this includes both Company systems and processes but also the evidence of achievements and learning of the Young People.

The role is as defined under the Supported Accommodation (England) 2023 Regulation. Which includes the following.

Regard to the number of premises / properties. Geographical location of premises / properties. Accuracy and maintain the Statement of Purpose. The Young Persons Guide reflects any changes to the expected service for Young People. The number of Children / Young People Accommodated. The Categories of properties are identified and compliance. Changes to the Service are reported to OFSTED (SC03) so changes to the official record are made. Policies as identified in the Regulation are updated as a minimum annually.
The post holder also has the relevant skills, experience, and qualifications to deliver the role. The post holder is also of good character and passes the company Fit and Proper Person test.

The 4 Standards (Protection, Support, Accommodation, Leadership and Management) as set out in the legislation the company remains compliant with the conditions as described.

A significant part of the role is conducting appraisals, training and supervision of staff working with the Young People.

The post holder will also be responsible for working closely with the Commissioning Teams, Social Workers and Quality Assurance Teams at the local authority.

The role includes use and oversight of systems and applications, processes, and procedures whether IT or manual ensuring that they are fit for the purpose in delivering exceptional customer service. In addition, the service operation promotes Company's core values and fulfils and furthers the aims and objectives of the service.

Ensure that systems and processes are effective.

IT systems used within the business are licensed, maintained, managed, and disposed of as per company data protection and information management policies.

Identify and support the development of new business proposals and tender applications.

To report on the company performance collating reports for service properties and demonstrating governance and audit with compliance to Health and Safety Regulations. All property maintenance should be managed and corrective actions and repairs carried out in a timely manner.

Statistical reports on Company Performance and Performance Indicators.

Working with professionals and partners adopting a Multi-Disciplinary Team approach.

Working with the management and staff ensuring Safeguarding and risk management are undertaken by all.

Staff Management and Supervision

Maintenance and repairs, inspections and service changes are carried out, working with contracted providers and landlords.

Ensure Self-Certification Safeguarding and Quality Assurance are completed quarterly.

Ensure external Quality Assurance is completed twice a year to confirm continued or improved quality.

Manage procedures and processes as identified in the company policies, ensuring conformity of delivery across the teams.

Involvement in staff and resource planning including interviewing and conducting appraisals and quarterly update sessions.

The post is a managerial position, and the individual will be expected to be added to the Out of Hours Call Rota.

The post holder will report to the Nominated Individual and will chair the monthly management meeting.

Responsibilities

The following details the main duties of the Registered Service Manager

OFSTED Regulatory Standards



Ensure the Service remains compliant with all areas of the Protection Standard.

Ensure the Service remains compliant with all areas of the Support Standard.

Ensure the Service remains compliant with all areas of the Accommodation Standard.

Ensure the Service remains compliant with all areas of the Leadership and Management Standard.

Finances



Working with the Managing Director to ensure that Finances are Managed associated with the commissioned placements.

This includes the following.

o YP Allowances

o Petty Cash transactions

o Petty Cash returns

Regulatory



Completion of applications, reports and maintaining registrations.

Facilitating inspections and working with assessors to improve the service.

Reporting incidents as per the requirements identified in the legislation.

Safeguarding Young People and ensuring that controls, audit, and governance is in place.

Maintain and update policies to remain compliant with legislation.

Ensure Support Records are up to date and contact details are maintained including the accommodating authority, stakeholders specific to the child, numbers of school and college. (Schedule 2)

Performance Monitoring



Complete Performance Monitoring reports for the Management Team/Managing Director

Ensure KPI reports are completed and returned to the Commissioning Authorities as per contracts.

Staff / HR /Workforce Planning



Ensure Policies are compliant with Employment legislation.

Identify training for staff development.

Attend interviews supporting the Managing Director and others.

Compliance with Safer Recruitment for all Staff

Ensure Staff are Fit to work with Young People

Oversee both Capability and Disciplinary across the Company

Any temporary Staff either short term, part-time or volunteers undergo the same safer recruitment vetting process before working in the company.

Property



Ensure all property compliance is up to date and evidence as completed by a competent person.

Conduct as a minimum property area risk assessments detailing any mitigation.

Assist the Managing Director in identifying and establishing new service properties.

Implement "Best Practice" for setting up a new property (Quality Blueprint)

Deploy a strategy to minimise property voids.

Lead and contribute to new business opportunities through contracts, frameworks, or spot purchasing.

Manage rent accounts, tracking and reporting rent accounts.

Respond to referrals working with the Team Manager and Managing Director assessing availability, matching, and risks.

Health and Safety inspections are conducted including gas safety, fire alarms, evacuation exercises and regular testing of equipment and electrical goods.

Complete new and update Area Risk Assessments on an annual basis.

Information Technology



Ensure IT systems are maintained, secure and access is controlled conforming to legislation and protect through hardware and software security.

Ensure care management system is safe, secure, and up to date, and used by all staff to record activity.

Ensure Microsoft and other software licenses are up to date and appropriate for the use.

Any hosting of systems is assessed as suitable in terms of data protection.

Staff are trained on Cyber Security and Information Awareness

Electronic communication via Email, Website and Social Media

Governance



Complete annual and ad hoc compliance returns to OFSTED.

Maintain an effective service in compliance with the Supported Accommodation Regulation and associated Care Legislation.

Ensure the workforce is effective and workforce planning is effective in ensuring that the right people are employed.

Facilitating Quality Assurance audits and ownership of agreed action plan.

Company House annual return

Staff declarations are kept on employment records, DBS check is reviewed and repeated, staff files are audited for accuracy.

The Information Commissioners Office (ICO) registration is completed and maintained.

To report on the company performance collating reports for offices and service properties on the areas of the following.

o Health and Safety

o Comments and Complaints

o Whistleblowing

o Data Breaches

o Risk Assessments and Logs

o Certifications

Children's Placement Records



Placement and Support records contain all personal details as set out in Schedule 2 of the legislation.

Ensure records are up to date.

Ensure records are signed by the author.

Placement/Support records are retained as required by legislation.

Access to the records are controlled and staff have access on a need

Data Protection and Information Management



Record management logs are completed and audited.

Retention schedules are accurate.

Destruction logs are completed.

Risk Management and Safeguarding



All risk assessments are collated to report company performance and governance to the Management Team.

Human Resources



To contribute to the safer recruitment and selection of staff, in line with equal opportunities, diversity and Company's values.

This job description is a general guideline only of the key responsibilities of the post. These may change from time to time in accordance with the organisational and departmental needs. The post holder will be expected to adapt a flexible approach to carry out any duties commensurate to their role. Changes will be agreed as part of their annual appraisal as reflective of the role.

Duties may be delegated but responsibility remains with the Registered Service Manager

Work Environment:



The Registered Service Manager

will primarily work across the Service properties but in fulfilling their compliance duties will be expected to regularly attend other site meetings in the Greater Manchester area.

The post holder will be required to attend external meetings with Commissioners, Health, Families and other Professionals.

Flexibility in working hours may be required to accommodate schedules, access, and operational needs.

Work Location:



The Post Holder will be based at the Service properties but will work from home and regularly attend all properties to fulfil their duties of supervision and managing placements.

Any change of base will be agreed in advance and will be subject to relocation expenses if deemed appropriate.

Mandatory Skills



Mandatory requirements and skills of the Team Manager

Agreement to be the Registered Service Manager with OFSTED.

Proven experience (min 4-years) with management responsibilities Comprehensive understanding of the Supported Accommodation (England) 2023 Regulation. Degree qualified in Care, Nursing, Finance, Business Management or Equivalent NVQ Level 5 or Equivalent in Health and Social Care or Children Services. Working towards the qualification may be considered acceptable. Exceptional communication skills at all levels using both written and verbal. IT Literate and competent in using Microsoft Office suite (Outlook, Word, Excel, and PowerPoint) Experience of Company Management, Finance and Governance
Experience (min 2-years) working within a regulated service

Desirable Skills



Desirable requirements and skills of the Team Manager

Understanding of legislation governing the Care Sector, namely the Care Act, Children Act, Health and Social Care Act. Understanding of legislation governing company law and finances. Experience of Partner Management Working within a culturally diverse organisation Knowledge of the Local Authority and teams involved in the commissioning of Young People.
