About the Role



We are seeking a highly skilled and forward-thinking

Operational Manager - Housing

to lead the delivery and continuous improvement of key services within the Property Services portfolio. This role is critical in ensuring the effective management of Housing Repairs, DLO repair operations, and servicing/cyclical maintenance programmes.

The post holder will drive operational excellence, implement change, optimise resources, and enhance productivity across a broad range of housing repair and maintenance activities. You will also play a proactive role in supporting the organisation's decarbonisation and net-zero initiatives.

This is a leadership role requiring strategic thinking, operational expertise, and a passion for improving services for residents.

Key ResponsibilitiesOperational Leadership



Oversee and ensure the effective delivery of Housing Repairs, DLO operations, and servicing/cyclical works. Lead specialist programmes including cyclical painting, domestic servicing, specialist maintenance, housing disrepair resolution, damp and mould management, and HAVS compliance. Manage and coordinate out-of-hours responses and emergency repairs operations. Ensure high performance, productivity, and efficiency across all operational teams.

Service Improvement & Change Management



Drive continuous improvement initiatives across Housing Repairs and Property Services. Lead and support organisational change, instilling a positive culture of adaptability, ownership, and innovation. Maintain team morale during service transformation and fluctuating operational demands. Act as a role model for change management, embedding new working practices and improved service delivery.

Strategic Collaboration



Report to the Head of Service (Property) and work across multiple service leads through a matrix management approach. Collaborate closely with Voids & Decarbonisation Leads, and Investment & Delivery Leads to ensure alignment of goals. Work with internal and external partners, contractors and cross-service teams to deliver efficient housing solutions.

Decarbonisation & Net Zero Support



Support the Housing & Assets department's decarbonisation programme. Contribute to initiatives aimed at reducing carbon emissions and improving sustainability across housing services. Work alongside staff and contract holders to embed carbon-conscious practices.

Ideal Candidate ProfileEssential Skills & Experience



Proven experience managing housing repairs, property maintenance, or related operational services. Strong understanding of DLO operations, cyclical maintenance and repairs management. Experience leading change and service improvement within a housing or property-focused environment. Excellent leadership skills with the ability to motivate teams and drive high performance. Strong communication and stakeholder management abilities. Ability to manage fluctuating workloads and competing demands effectively. Sound understanding of damp, disrepair, housing compliance and maintenance legislation.

Desirable



Experience supporting decarbonisation, sustainability or net-zero programmes. Knowledge of housing asset management systems. Previous experience in local authority or housing association settings.
