As a member of the Parish of St Helier Infrastructure Team, you will be responsible for managing in-house roads and building maintenance teams and their onsite operations. You will also oversee external contractors working across the Parish's land and property portfolio, ensuring projects are delivered to high standards by applying best value and best practice principles. This role is key to maintaining a high level of service provision from project inception through to completion.



This role is primarily site-based with some office work (around 50%) and may occasionally require attendance at meetings or events outside normal working hours.

Key Responsibilities





Leading and coordinating the daily operations of in-house roads and building maintenance teams. Managing external contractors working on Parish infrastructure, ensuring compliance with quality, safety, and performance standards. Planning and scheduling maintenance and improvement works across the Parish's land and property portfolio. Ensuring cost-effective service delivery by applying best value and best practice principles. Supporting the development of long-term maintenance strategies and capital improvement plans. Monitoring work progress, resolving on-site issues, and maintaining clear communication with all stakeholders. Maintaining accurate records and reports on projects, budgets, and contractor performance. Promoting a strong culture of health and safety within all areas of operations. Engaging with the local community and other Parish departments to ensure services meet community needs. Contributing to continuous improvement initiatives and innovation in service delivery.


Skills, Knowledge and Expertise



Education and Qualifications

GCSEs or equivalent. Professional or HNC/Level 3 qualification in building/construction, plus 5 years' experience at foreman level or above. Road Works "Qualified Supervisor" or working towards Street Works Qualification. Full driving licence (Category B minimum). Proven line management experience and willing to work towards CMI Level 3; Diploma.

Previous Experience

Experience interpreting legislation, such as the Construction (Jersey) Regulation 2016. Proven track record in similar roles providing technical and operational guidance. Experience monitoring and improving service delivery and quality standards. Strong problem-solving skills, with the ability to advise senior personnel.

Special Attributes

Skilled and knowledgeable in construction or related disciplines. Experience managing diverse stakeholders and public consultation. IOSH qualified or willing to work towards NEBOSH accreditation. First Aid certificate or working towards it. Relevant safety qualifications or working towards Jersey Road Works Safety Qualification. Experience producing traffic management plans. Willingness to respond to emergency situations outside normal hours.
