We are seeking a highly organised and technically skilled
Operations Manager
to oversee day-to-day delivery and operational performance across our ECO4 and GBIS programmes. You will play a critical role in coordinating technical surveys, managing installer workflows, and ensuring compliance with scheme guidelines. Working closely with the
Managing Director
and
Submissions Team
, you will drive the successful delivery of retrofit projects from assessment to lodgement.
Key Responsibilities
Oversee the full operational lifecycle of ECO4 and GBIS jobs, from lead intake to project completion.
Manage scheduling and quality assurance for
technical surveys
, ensuring they meet PAS 2035 and scheme-specific standards.
Liaise daily with the Submissions team to ensure documentation is accurate and submitted in line with deadlines.
Monitor installer performance, ensuring compliance with scheme requirements and internal SLAs.
Report on project progress, delivery KPIs, and operational bottlenecks to the Managing Director.
Contribute to strategic improvements in processes, compliance, and customer satisfaction.
Lead a small team of operational staff and contractors, offering training and support where required.
Technical Duties
Review and validate technical survey reports for ECO4/GBIS eligibility and compliance.
Assist in preparing lodgement files and evidence packs for TrustMark and Ofgem audits.
Coordinate property eligibility checks, ventilation assessments, and retrofit design inputs.
Maintain up-to-date knowledge of scheme updates and technical guidance (PAS 2035:2023, RdSAP, etc.).
Collaboration
Work closely with the
Managing Director
on operational strategy, delivery targets, and risk mitigation.
Coordinate with the
Submissions team
to ensure smooth file progression and timely lodgements.
Support external installers and Retrofit Coordinators with technical or procedural queries.
Qualifications & Skills
Proven experience in ECO delivery (ECO3/ECO4/GBIS) - minimum 2 years.
Strong understanding of retrofit standards, particularly PAS 2035:2023 and RdSAP assessments.
Excellent planning and organisational skills, with attention to detail.
Strong communication and team management abilities.
Proficient in using CRM/project management systems and Microsoft Office Suite.
