People Services Manager - Compliance




Location: Homeworking with time spent at our Bradford Office




Salary: circa. 60,000 per annum




Permanent, full time - 37.5 hours per week




We're looking for an experienced People Services Manager to lead our compliance function within the People & Culture team. This is a key role ensuring that our People policies, processes, and systems not only meet legal and regulatory requirements but also enable a culture of accountability, continuous improvement, and audit-readiness.


You'll oversee governance, risk, policy management, data compliance, and People systems -- driving improvements that enhance efficiency and colleague experience while ensuring we remain fully aligned to employment law and regulatory standards.


What you'll be doing




Leading and developing a high-performing team of People specialists with a strong compliance and customer focus. Overseeing the People policy framework, ensuring policies are legally compliant and reflect best practice. Horizon scanning for employment law and regulatory changes and embedding them into business-as-usual operations. Maintaining the People & Culture risk register and ensuring audit readiness across the directorate. Coordinating responses to internal and external audits and embedding learnings into processes. Ensuring People processes meet data protection standards (including GDPR) and conducting regular audits of HR data quality. Driving digitalisation and automation of People processes to improve efficiency and colleague experience. Contribute to setting the strategic direction for People systems in alignment with organisational goals. Leading on People systems governance, ensuring data integrity, security, and alignment with organisational goals. Leading on the creation of compliance dashboards and reports, providing actionable insights to senior leadership. Acting as the subject matter expert on all People compliance matters, supporting training and awareness campaigns.

What we're looking for




CIPD qualified (or equivalent HR qualification/experience). Strong knowledge of UK employment legislation, HR compliance, and governance. Proven experience managing risk registers, audits, and policy frameworks. Skilled at analysing complex information and presenting clear insights. Strong stakeholder management and influencing skills, with the ability to engage confidently at all levels. Proficiency with HRIS systems and data analytics tools. Experience working in regulated sectors (such as housing or care) would be advantageous.
