Overview



The Covert Standards Department provides specialist assistance to Police Officers and Staff working on Organised Crime, Covert Investigations, immediate threats to life, as well as other covert techniques and authorisations. The successful applicant will also support the Operational Security Officer (OPSY) as their designated Deputy.


Responsible for providing an independent source of specialist, covert law enforcement and risk management expertise. The role also requires knowledge and oversight of Record Product Management to comply with Investigatory Police Commissioners Office (IPCO) requirements.




Key Scope



The role is based at Alverton Court, Police Headquarters, Northallerton, with the option of agile working once competent in role.


The successful applicant will be required to join an out of hours on call rota in respect of communications data requirements. This will encompass a minimum of one night per week and one full weekend during a one-month period.



As a key team member, the post holder will use advanced systems to lawfully acquire communications data, playing a crucial role in tackling serious organised crime and other criminal investigations.




As part of the role, you will:




Be part of a team providing expert advice and support to operational teams in the acquisition and use of communications data and other covert authorities. Be part of a team ensuring that applications for communications data under the Investigatory Powers Act 2016 (IPA) comply with the legislation and the IPA Codes of Practice. Participate in operational planning where communications data is key to the success of an investigation. Use a variety of external service providers' online systems to lawfully acquire communications data. Represent North Yorkshire Police at meetings with external partners and maintain professional relationships with service providers. Have the ability to communicate complex technical issues effectively to others, less technically competent. Maintain the College of Policing Accreditation through Continuous Professional Development annual mandatory training.



Travel Required :





This role requires a significant training commitment to ensure proficiency in specialist areas of communication data investigations and covert authorities.



Mandatory Accreditation:




Successful candidates must complete the College of Policing Communications Data Investigator Single Point of Contact (SPoC) Accreditation Course.



This includes the mandatory successful completion of a one-week online course, followed by a one-week residential course at the College of Policing (Ryton-on-Dunsmore).



There is the expectation that the successful post holder will remain in the department for a minimum period of 3 years in view of the training requirements and investment in the role.




Post Requirements:





This post is available to a constable rank.

SC Vetting Level.

Requirement to work outside normal working hours and different locations.

Must complete and pass Investigator SPOC Accreditation Course (as above).

Professional Standards check.

Please note that applicants transferring will need to go through full NYP pre-employment clearance checks process (including vetting, fitness, references, and medical).

Substantive in the rank of Constable

Candidates transferring must currently be serving in a Home Office force.

Candidates who have a current unsatisfactory performance review and/or a performance action plan in place may be rejected during the initial eligibility screening process

All mandatory training must be up to date. Covert Services is a challenging and specialist role.

Once posted you will be expected to remain in post for a 3 year commitment.
