Job summary




Do you want an exciting role sitting at the heart of the organisation that delivers over 50 programmes across Defence? Do you want to develop as a Project Delivery professional, through training, experience and support?


As one of Defence's four Commands, UK Strategic Command (UKStratCom) supports the MOD by making sure that joint capabilities such as medical services, training and education, intelligence and information systems are developed and managed across all five of the land, sea, air, space and cyber domains. We also manage overseas joint operations. The UKStratCom Portfolio Office supports the Headquarters' senior management team in their responsibilities to MOD Head Office by optimally coordinating the approval and delivery of the programmes and projects in the UKStratCom Portfolio.


As the Team Leader of the Portfolio Delivery Performance Team, you will be responsible reporting on a collection of programmes and projects that support the delivery of UKStratCom's objectives. Analysts in your team will provide you with insight, information and recommendations through a range of information sources and engagement with customers. These findings will inform senior management and allow them to make informed decisions to enable effective performance management across the portfolio.


This position is advertised at 37 hours per week.

Key Outputs/Responsibilities



Engage and build effective working arrangements with our customers, including programme sponsors, owners, contributors, and other areas of Defence; Undertake timely analysis of programme reports and other data to support effective management of the portfolio, recognise achievements, issues and risks, and provide recommendations for senior action; Provide advice and guidance to programme teams to improve the accuracy of their reporting and ensure functional standards are being met; Provide effective leadership and line management to staff within the team, setting direction, providing support, and regularly reviewing individual objectives and development goals; Coordinate planning activities for future years, learning from the strengths and weaknesses in the current system; Ensure effective running of senior level meetings (e.g. Secretarial duties); Work with the wider Headquarters team to improve the services offered and drive efficiency. ###

Project Delivery: The ideal candidate would have some experience of Project, Programme and Portfolio management (P3M), but we encourage applications from candidates who show drive and passion for this area of project work.


Leadership: As a Team Leader, you will be responsible for managing staff, so should demonstrate experience and passion for motivating people, rewarding good behaviour and dealing with poor performance.


Analysis: You will be able to assimilate large quantities of information from a range of sources and manipulate data to provide insightful conclusions and recommendations, and be confident in presenting these to an audience at senior level.


Stakeholder Engagement: You will have experience of successful engagement and collaboration skills, allowing you to build and maintain effective relationships with both internal and external partners.


ICT: You will be proficient in Microsoft Office packages such as Excel, PowerPoint, Word, Outlook.

Where business needs allow, some rolesmay be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.


External recruits who join the MOD who are new to the Civil Service will be subject to a six-month probation period.
