Job description
This is a brand-new team which is being created to act as an
independent corporate change governance group that will
prioritise, direct and support all current and future COPFS
transformational change projects and processes.
SCOPE OF THE ROLE
o Develop and support a benefits framework for COPFS,
ensuring it is fit for purpose.
o Developing the COPFS benefit map against investment,
programme delivery, interdependencies and realisation
plans.
o Reports to associated governance boards on benefit
realisation plans.
o Identify, record, and report on the risks which may prevent
improvement programmes for achieving their anticipated
benefits and identify mitigating actions.
ROLE SPECIFIC DUTIES
o Provide cost and benefit analysis data to support benefit
realisation where relevant.
o Support business change development linking benefits
management and outcomes.
o Monitor the ongoing benefits realisation framework and
associated plans and review schedules.
o Ensures benefit owners are in place and benefits are
profiled, communicated and understood and managed
within programme and when transferring to BAU.
o Working with senior colleagues to develop one view of
identified benefits across all work streams and monitor
progress, providing an early alert to senior colleagues,
Chief Operating Office and Change Management Board to
any areas of benefit variation or deviation.
o Ensures benefit reviews are held to provide assurance to
the Change Management Board on benefit realisation.
o Monitors benefit relation activity after project/programme
completion.
o Identify, record, and report on the risks which may prevent
improvement programmes for achieving their anticipated
benefits and identify mitigating actions.

Person specification
Applicants interested in this role should possess strong project and change management skills. You should have immediate
specialist experience in business benefit management at a Portfolio level and its implementation and methodology.
You should be personable and pro-active in your ability to share and transfer your knowledge and expertise to others. You will be
working in a fast paced, dynamic environment and there will be a need to be able to lead and oversee multiple priorities
simultaneously. You should possess strong analytical problem-solving skills and be able to look ahead and understand the
implications of future initiatives. You will be someone who continuously evaluates and refines processes to ensure that you and
your team consistently exceeds expectations.
Professional and/or academic level qualification or equivalent or substantial experience in benefits management Relevant benefits
realisation management qualification and/or equivalent experience in related subject matter
ESSENTIAL CRITERIA
Please note the competencies referred to in this pack form the key essential criteria for the role. You will also be required to
demonstrate:
o Record of benefits identification, monitoring, management and realisation across a large portfolio within a complex
organisation
o Knowledge and experience in effective use of benefits management techniques, processes and tools within large-scale,
organisation-wide programmes
o Extensive application of benefits mapping, network diagrams, benefits profiling in relation to large-scale, multi-faceted
programmes
o Significant experience of operating within a service improvement / transformation environment at a senior level, internally
and externally
o Experience of leading, inspiring and motivating teams to drive organisational change forward, achieving high quality delivery
within reducing resources
o Significant experience of working across services within multidisciplinary teams and teams outside of direct line
management
