The Procurement Manager will lead the sourcing, negotiation, and management of supplier and contractor relationships across the residential block management portfolio. The role ensures value for money, compliance with statutory obligations (including the Building Safety Act, RICS guidance, and leasehold legislation), and consistency of service delivery to clients and residents.
Main Duties and Objectives:
Procurement Strategy & Policy
Develop and implement a procurement strategy aligned with company objectives and regulatory requirements.
Create and maintain standardised procurement processes across the portfolio (major works, planned maintenance, and recurring service contracts).
Ensure compliance with relevant property management regulations, Section 20 consultation requirements, and company governance policies.
Supplier & Contractor Management
Source, vet, and approve contractors/suppliers in line with due diligence and compliance frameworks (insurance, health & safety, financial stability, accreditations).
Negotiate competitive and transparent terms, ensuring contracts deliver value, quality, and reliability.
Maintain and update the approved supplier database.
Monitor supplier performance against KPIs and address underperformance swiftly.
Operational Support
Work with property managers and regional teams to support procurement for major works, cyclical contracts, and emergency repairs.
Provide commercial guidance and best practice advice to colleagues.
Compliance & Risk Management
Ensure all procurement activity meets statutory consultation processes (e.g., Section 20) and relevant building safety requirements.
Collaborate with the compliance team to ensure supplier adherence to health & safety, fire safety, and data protection requirements.
Maintain audit trails and records to evidence procurement decisions.
Financial & Reporting
Deliver measurable cost savings and efficiencies.
Provide regular procurement reports, benchmarking, and market analysis to senior leadership.
Track expenditure across contracts and highlight risks of overspend.
Essential Skills:
Strong background in procurement, preferably within property management, construction, or facilities management.
Knowledge of residential block management, leasehold legislation, and Section 20 consultation.
Excellent negotiation, contract management, and supplier relationship skills.
Strong financial and commercial acumen with experience in budget control.
Proven ability to manage multiple procurement projects simultaneously.
Excellent written and verbal communication skills.
