2 x Project Officer Roles within the Housing Energy Efficiency Team (HEET)
About the Roles
We are looking for two experienced and self-driven
Project Officers
to lead the design and delivery of several innovative decarbonisation schemes across the council's own housing stock. These are pivotal roles in supporting our journey toward Net Zero, improving energy efficiency and reducing carbon emissions in homes through pioneering pilot projects and demonstrators.
You will work across departments, communities, and partner organisations to test and scale up new approaches to retrofit, low-carbon heating, renewable energy, and smarter energy use. From early research and stakeholder engagement through to market testing and business case development, you'll drive forward a portfolio of impactful, climate-focused projects.
The two roles in brief:
Solar energy generation - Lead on strategy & policy development. Develop and implement a plan to install PV utilising a range of funded models.
Research and develop pilot projects around the installation of clean heat technologies, including air source heat pumps, ground source heat pumps, infra-red heating, heat networks and smart monitoring technology. A review of climate adaptation. Seek external funding support toward the capital project costs
Key Responsibilities
Lead the delivery of decarbonisation pilot projects in domestic housing stock
Conduct research and market testing of low-carbon technologies and retrofit models
Develop detailed business cases to support investment and funding bids
Engage with residents, suppliers, contractors, and internal stakeholders
Monitor project progress, risks, and outcomes, ensuring delivery on time and within budget
Work independently and proactively, maintaining clear documentation and reporting
About You
We're seeking a proactive, organised individual with a passion for sustainability and innovation. You will be confident working independently and have a proven track record of delivering complex projects. Your ability to engage diverse stakeholders, manage multiple priorities, and adapt to emerging opportunities will be essential.
Essential Skills and Experience:
Strong project management skills & experience
Excellent organisational skills and attention to detail
Demonstrated ability to work independently and take initiative
Experience with stakeholder engagement and partnership working
Ability to research, analyse data, and write compelling business cases
Desirable:
Public sector housing knowledge
Knowledge of domestic retrofit, decarbonisation, or low-carbon technologies
Familiarity with public sector funding mechanisms and procurement
Relevant project management qualification

If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide payslip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
