We are a growing
Civils and surfacing company
based in Hyde, Manchestercurrently operating in the commercial sector and actively expanding into
local authority, public sector, framework and Tier-1 contractor work
.
We are looking for an experienced
Public Sector Business Development & Framework Manager
who has
real, hands-on experience winning council or public-sector contracts
and understands how highways procurement actually works.
This is
not a traditional sales role
.
It is a
strategy, procurement and experience-led position
focused on securing long-term work.
Key Responsibilities
The successful candidate will:
Lead our move from
commercial work into councils, frameworks and DPS
Identify suitable
local authority and public sector opportunities
Manage
framework, DPS and PQQ applications
Oversee registrations and compliance on procurement portals
Advise on and implement required
policies, accreditations and systems
Support or manage
bid submissions and tender responses
Build relationships with
council procurement teams and Tier-1 contractors
Develop a clear
12-24 month public sector growth plan
Advise directors on
what to bid for and what to avoid
Support subcontracting opportunities with
Tier-1 contractors
Essential Experience
You
must
have experience in:
Winning or managing
public sector / council contracts
Frameworks and/or DPS systems
Construction or highways procurement
Civils, highways, surfacing or tarmac works
Procurement portals and tender processes
Experience with systems such as:
Constructionline
CHAS / SMAS / SafeContractor
ProContract / Due North or similar
Find a Tender / Contracts Finder
Desirable (But Not Essential)
Existing contacts within councils or Tier-1 contractors
Background as a
Framework Manager, Bid Manager or Public Sector BD Manager
Experience helping a
small or growing company
enter the public sector
Role Details
Position:
Full-time / Part-time / Consultancy (flexible for the right person)
Location:
Manchester/ UK-based (hybrid / remote considered)
Salary:
Competitive, dependent on experience
