Grade B - \xc2\xa339,390 (National Framework) or \xc2\xa344,792 (London Framework - homebased and live within the boundary of the M25) - There is also an additional homeworking allowance of \xc2\xa3553 per annum for those working from home.

Contracted Hours: Full time 37 hours per week. Part-Time or job sharing will be considered

The National Representations Team is an integral part of the future model of CQC and has a direct and significant impact on the capacity and efficiency of our inspection teams. The efficiency of the representations team is a key element of the success of the future operating model. The post holder will be working with and supporting the Enforcement Manager and the Deputy Director of National Enforcement to deliver the Notice of Proposal (NoP) and warning notices representations function, ensuring enforcement processes are followed, and to support service improvement and delivery across CQC. They will be responsible for the ongoing monitoring of representations and ensuring records are regularly updated.

Working as part of CQCs National Enforcement Team you will be responsible for the review of representations ensuring enforcement processes are followed, and to support service improvement and delivery across CQC. Responsible for the ongoing monitoring of representations received and ensuring records are regularly updated. Maintaining an audit trail of key records and information on a regular basis. Making a written, robust, defensible, evidence-based recommendation to a decision maker, following the analysis and review of representations received. Working closely with the central function and regional colleagues but also acting autonomously. Building and maintaining strong working relationships with stakeholders both internally and externally; whilst demonstrating and embedding CQC Vision, Objectives and Values.

Accountabilities:

As a member of the National Enforcement Team responsible for the delivery of the representations programme across the organisation.
Maintains overall responsibility for representations and other provider relationships to deliver service improvement.
Ensures that representations are reviewed to a high standard in an independent, impartial manner and that effective analysis is conducted and outcomes issued in line with agreed performance targets.
Manages own portfolio as well as working flexibly as part of a team, ensuring issues or risks are escalated to the Enforcement Manager as appropriate.
Ensures appropriate agreed methodologies are followed to ensure a clear recommendation can be made to a decision maker as to whether a notice of proposal should be adopted or not adopted, or warning notice representations upheld or not upheld.
Ensures all judgements are supported by a reasoned, fair and proportionate analysis of all available evidence.
Delivers a risk-based representations programme which is informed by and then feeds into the team and central risk register.
Updates the relevant systems to ensure records are maintained and an audit trail is recorded.
Uses autonomy appropriately to assure safety and quality of representations processes.
Builds and maintains wider relationships to ensure knowledge and information is shared across internal and external stakeholders.
Contribute to identifying where improvements can be made to enforcement policy and processes, proactively, contributing to, or leading on work to support service improvement across CQC.
Maintains an understanding and awareness of CQC policies and procedures and ensures these are reflected in everyday practices.
Informs colleagues of CQC policies and procedures insofar as the apply to NoP representations specifically and CQC civil enforcement more generally.
Attends and contributes to all relevant meetings as appropriate to the role including where required attendance at FTT hearings.
Attends mandatory and other training as required to support individual development and actively contribute to performance reviews.
Encourages a culture that values openness, honesty, rigour and challenge to embed the CQC values and behaviours.
Promote an awareness and improves practice in respect of Equality and Diversity; challenges discrimination and promotes human rights in the workplace; internally for CQC and externally for people who use services.
Contributes to periodic evaluation of the representations function, identifying and analysing trends in civil enforcement and representations.
Develops and contributes to learning resources for the NRT and CQC more generally.

Essential Skills and Experience:

Experience of analysing large volumes of information to inform decisions against a risk-based methodology and evidence gathering and synthesis
Ability to make high quality written recommendations supported by clear rational and evidence.
IT literate with a thorough understanding of all Microsoft Office packages and experience of using customer relationship management software.
Experience of working in a Health and/or Social Care background.
Experience of operating in a professional autonomous and risk based decision-making environment.
Experience in managing conflict.
Experience of articulating coherent rationales for action, based upon robust, corroborated evidence.
Excellent communication skills, both written and oral and the ability to tailor information depending upon audience\'s needs.
Stakeholder engagement skills and ability to build relationships with people at all levels of seniority.
