About the Role

The Responsible Individual ensures that the home is carried on in a way that is consistent with the regulatory framework and the Statement of Purpose. This includes ensuring the home meets the Quality Standards, safeguarding duties are robust, and the young person's welfare is always paramount. The Responsible Individual (RI) is the senior figure who represents the registered provider and holds overall accountability for the quality and compliance of the children's home. The RI ensures that the home is managed effectively, safely, and in accordance with the Children's Homes (England) Regulations 2015, the Quality Standards, and the values and aims set out in the organisation's Statement of Purpose.

Key Responsibilities:-

Governance and Regulatory Compliance

The RI maintains strategic oversight so that the home operates in full compliance with statutory requirements and the Quality Standards. The RI ensures that policies, procedures, and practice reflect the Statement of Purpose and that services delivered align consistently with it.

Oversight of Leadership and Management

The RI line manages and supervises the Registered Manager, providing clear direction and ensuring the home is well-led. This includes reviewing staffing, training, supervision and ensuring the manager has resources to operate safely.

Quality Assurance and Improvement

The RI ensures effective quality assurance systems, including review of Regulation 44 reports, preparing Regulation 45 reviews, monitoring safeguarding, complaints, significant events, and overseeing the development plan.

Safeguarding and Protection

The RI retains responsibility for safeguarding oversight, ensuring all incidents are reviewed, actions completed, and learning is embedded. Staff must receive appropriate safeguarding training and follow the home's procedures.

Ensuring Welfare, Rights, and Outcomes

The RI ensures the home promotes outcomes consistent with the Quality Standards, including safety, stability, education, health, independence, advocacy access, and equality.

Operational Oversight

The RI ensures the home is financially viable, staffed safely, and maintained to regulatory standards including fire safety, health and safety, and environmental checks. Admission processes, matching, and transitions fall under RI oversight.

Communication and Professional Relationships

The RI represents the provider with Ofsted, local authorities, safeguarding partners, health, education and commissioners, ensuring transparent and professional communication.

Person Specification

Essential:

Senior experience in residential childcare Knowledge of the Regulations and Quality Standards Ability to provide strategic oversight and leadership Strong safeguarding knowledge Effective communication, analytical and decision-making abilities

Desirable:

Level 5 Diploma in Leadership and Management for Residential Childcare Experience registering or overseeing children's homes Experience liaising with regulatory bodies
