Job summary
We are currently recruiting for Risk Communications and Community Engagement (RCCE) and Social Science Gender Specialist to join our team.
The main purpose of the post is to provide RCCE (Risk Communications and Community Engagement) and operational social science support, with a focus on protection, gender and inclusion, to cover the activities to meet UK-PHRST (Public Health Rapid Support Team) objectives for outbreak response, research, teaching and capacity strengthening within an outbreak context.
The post holder must be available to be rapidly deployed overseas as part of the response function of the UK-PHRST.
During outbreaks, the post holder will be expected to lead and/or contribute to the design, development, and implementation of targeted interventions (informed by community engagement, rapid social science research, gender analysis, community feedback data and appropriate theoretical approaches), to assist with outbreak management and reduce spread of disease either nationally or in specific, affected areas.

Job description
Outbreak Response
o Provide support on outbreak response activities for the country of deployment and the UK- PHRST for risk communication and community engagement activities, with a focus on protection, gender and inclusion, and the collection and analysis of operational social science data.
o Lead and/or contribute to gender transformative and gender mainstreaming in risk communication and community engagement plans, ensuring this is underpinned by robust operational social science research, as part of outbreak response operations
o Ensure that rapid social science research, including intersectional rapid gender analysis, and community feedback data, is disseminated to other response pillars (e.g. surveillance, case management etc.) and used to inform decision making across the response
o Identify and develop strong partnerships with key stakeholders - community groups, leaders and other partners in the community and civil society - for the promotion of key gender sensitive practices to stop disease transmission.
o Support inter-agency coordination efforts with national-level partners and liaise closely with local and regional counterparts for risk communication and social science and gender (such as the Collective Service, or the Social Science in Humanitarian Action Platform, UN Women) ensuring coherence of strategy, materials and messages. Ensure that technical material produced by the response locally integrates protection, gender and inclusion principles and practice.
o Support cross-pillar coordination efforts, information sharing, and the design and implementation of integrated outbreak response approaches.
o Provide additional support to the development, implementation and evaluation of cross pillar gender mainstreaming components within the national outbreak response (e.g., revisions to guidance documentation, advising on national intervention design and implementation).
o Liaise with appropriate national and regional counterparts to integrate findings from rapid gender assessments knowledge, attitude and practice (KAP) surveys, ethnographic studies, focus group discussions, key informant interviews, observation and other feedback from community engagement and/or protection, gender and inclusion activities into operational decision-making platforms.
o During deployments or as part of capacity strengthening, train partner staff on RCCE and operational social science components with a focus on protection, gender and inclusion (e.g. establishing community feedback mechanisms, conducting rapid gender assessments, developing social listening skills)
Capacity strengthening and research
Reservists may be requested to provide surge support for specific capacity strengthening or research projects, which may include activities which:
o Contribute to teaching/training programmes and activities on mainstreaming protection, gender and inclusion within RCCE and/or social science.
o Contribute to the development and management of a capacity strengthening programme overseas, or global products such as the creation of new tools or updating existing guidelines.
o Teach colleagues and stakeholders on mainstreaming protection, gender and inclusion within risk communications and community engagement and/or operational social science
o Develop teaching material and courses.
o Conduct and contribute to UK-PHRST research projects for RCCE or social science.
o Analyse datasets with appropriate methodology to answer research questions.
o Write research reports and peer-review manuscripts.
o Present at scientific conferences, meetings and other fora.
Management
o Actively engage in meetings with internal and external colleagues.
o Identify and seek to resolve potential problems.
o Be responsible for managing own workload, including developing objectives and reviewing progress against these.
o Comply with UKHSA Information Governance standards, including understanding the ethical, legal and technical obligations for protection of personal patient information

Person specification
Essential role criteria:
o MSc or PhD, or equivalent experience in Gender Studies, Development Studies, Social and Behavioural Science, Sociology, Anthropology, Psychology, Education, Communication, Public Relations or another relevant Public Health related field
o Knowledge of current developments in protection, gender and inclusion in the context of risk communication and community engagement and/or in operational social science in outbreaks or other public health emergencies
o Proven experience of rapid gender analysis, gender audits, operational research, social data research and analysis, including participatory and qualitative methods, with proficiency in qualitative data analysis software such as NVivo, supported by peer-reviewed
o Proven experience in the development and implementation of protection, gender and inclusion strategies and plans in ODA eligible countries, with an emphasis on the implementation of RCCE and rapid social science
o Experience of delivering training and/or capacity strengthening in protection, gender and inclusion, risk communications, community engagement, health promotion, or operational social science or communication.
o Experience of qualitative data collection and analysis through an intersectional lens, including community feedback data, during outbreak response
o Able to apply risk communications/community engagement and gender and inclusion principles and concepts in acute emergency settings in ODA eligible countries
o Highly effective verbal, written and presentation communications skills; capable of constructing and delivering clear ideas and concepts concisely and accurately for diverse audiences.
o Able to build and maintain effective relationships with co- workers and key stakeholders both in the UK and overseas
o An understanding of and commitment to equality of opportunity and good working relationships, both in terms of day-to-day working practices, but also in relation to management systems and working with multi-ethnic and multi-cultural teams.
Desirable role criteria:
o Understanding of information governance, data protection issues and data confidentially requirements.
o Ability to communicate (speak/read) at a working level in a second language (other than English), such as French, Portuguese, or Arabic.

This role is being offered as hybrid working based at our Core HQ in Canary Wharf, London.
We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, (averaged over a month). Security Clearance Level Requirement
