Role Purpose



This position will be responsible for the Program Management of projects in our Client's Corporate Real Estate (CRE) portfolio, as well as managing the performance of the JLL Program Managers operating in the geographical areas under the Senior Program Manager oversight. The Senior Program Manager will ensure the client's CRE vision, standards and policies are implemented throughout the projects directly managed by them, and that all projects managed by their direct reports are delivered in accordance with budgets, compliance requirements and agreed timelines.



The role reports to JLL's EMEA Design & Construction Lead within the JLL matrix while having dotted reporting lines to the client's Pre-Construction Managers ("PreCon") and Construction Managers ("CM") responsible for Geo 2.

The role involves effectively managing the team of JLL Program Managers deployed in Geo 2 to ensure successful project delivery. This includes providing guidance in shaping key project decisions and securing alignment with the client Design & Construction representatives as required. The Senior Program Manager will act as D&C escalation point for Geo 2, owning data quality for reporting, including KPI-related data.



What this job involves

Management of JLL Program Managers as direct reports in geo/project type including recruitment, performance management and resource planning.

Provide cover for the EMEA Design and Construction Lead

Geo Responsibilities:

Lead stakeholder communication, coordination and prioritisation at an geo level.

Participate and support in obtaining PreCon/CM alignment for key decisions related to projects in Geo (e.g. fit out strategies, procurement strategies, vendor selection, key issue resolutions).

Point of escalation between PreCon/CM and JLL Program Managers on project and performance related issues.

Approval of Start-up budgets, PRs/POs, Invoices and Vendor Allocations for Geo.



Program Manager Responsibilities:

Management through to successful delivery of all projects under their direct control from A to Z and until full close-out, including site selection, design, budget/cost/changes, schedule, procurement, construction, and handover to Facilities, performance feedback and lessons learned.

Follow the six stages process and integrated delivery model for all projects, being fully responsible for project delivery from Initiate (Stage 2) to Close (Stage 6).

Ensure all project participants and stakeholders are managed to deliver to parameters agreed in the project charter (customer brief, headcount, time, cost, quality, safety and customer satisfaction)

Constantly be identifying and managing risks, communicating and reporting issues, and outlining action plans across all elements of the project, keeping PreCon/CM appraised on project status and key decisions requiring their sanctionning.

Ensuring all necessary internal and external project approvals are sought and governance processes are followed (Project charter, spend and transaction approvals, design authority approvals, procurement approvals, legal approvals, landlord lease compliance activities, wayleaves, building licenses and occupation licenses)

Qualified Engineering, Architectural or Project Management (Architectural, Civil, Electrical, Mechanical or Building Services, RICS/CIOB).

Demonstrable track record of success in a similar role (management of multiple project teams, Clients and stakeholders), Project Director Level or above.

Proven track record of program management with experience of office construction and Fit Outs.

Skilled in commercial aspects of Fit out Contracts (consultants, vendors, suppliers).

Proven self-starter that consistently delivers to expectations

Excellent stakeholder engagement and relationship management skills

Excellent interpersonal, communication and leadership skills

Excellent working knowledge of Corporate Real Estate and Program/Project Management

Ability to manage and motivate teams

Strong and deep rooted sense of ownership

Keen knowledge of best practice tools and techniques
