Role Purpose



We are looking for an exceptional Senior Manager to join our Consulting team, specialising in Learning & Development (L&D) within the policing sector. This is a unique opportunity to lead the design and delivery of innovative training solutions that enhance operational capability across UK policing.


You will combine strategic oversight with hands-on delivery, applying learning psychology, leading synthetic data initiatives, and shaping systems training that supports transformation across UK police forces.


Acting as a trusted advisor to senior stakeholders, you will bring consulting excellence, commercial acumen, and a passion for creating learning experiences that support real-world performance improvement.

Key Responsibilities



Learning Design & Delivery



Lead the design and implementation of training programmes for complex policing systems Ensure training aligns with operational requirements, regulatory frameworks, and user needs Apply evidenced-based learning methodologies to maximise engagement, retention, and behavioural change

Synthetic Data & Simulation



Oversee development and use of synthetic datasets to support safe, realistic training environments Work with technical teams to validate dataset integrity, relevance, and compliance with security standards

Training Planning & Needs Analysis



Lead Training Needs Analysis (TNA) activities to identify capability gaps and future skills requirements Build structured, scalable training plans aligned to organisational workforce readiness objectives

Team & Delivery Leadership



Lead multi-disciplinary project teams, creating a high-performance and collaborative culture Oversee resource planning, workload allocation, and professional development activities Ensure project delivery excellence, managing risks, budgets, and timelines

Commercial & Client Development



Support bid development, proposal writing, and pricing strategies Build and maintain strong client relationships, acting as a trusted partner Contribute to sector growth initiatives and thought leadership

Essential Experience & Skills



Learning & Development Expertise



Proven track record in designing and delivering training programmes, including digital and blended solutions Strong understanding of modern learning technologies, platforms, and methodologies

Public Sector & Policing Knowledge



Experience of delivering consulting or training programmes within policing or wider public sector organisations

Learning Psychology & Evidence-Based Design



Ability to incorporate cognitive, behavioural, and experiential learning principles into training solutions

Consulting Capability



Demonstrable experience managing complex programmes and senior stakeholders Strong analytical, problem-solving, communication, and facilitation skills Ability to work under pressure while maintaining high-quality delivery

People Leadership



Proven experience leading teams, mentoring talent, and creating collaborative delivery environments

Creativity & Innovation



Ability to design engaging, impactful training experiences using modern methodologies and technology

Security Clearance Requirements



Candidates must hold or be eligible for one of the following:


NPPV2

- Metropolitan Police

NPPV3 + SC

- Warwickshire Police
Candidates without existing clearance must be eligible and willing to undergo vetting before joining.


Desirable Qualifications



Degree (or equivalent experience) in Education, Psychology, Business, Technology, or related discipline Professional certifications such as

CIPD

PTLLS

,

AET

, or equivalent
