Job Description


FCDO is seeking to appoint an SEO Head of Fixed Assets to their East Kilbride Office on a permanent basis.

This is a technical role responsible for managing the FCDO\'s tangible and intangible assets of \xc2\xa32.3bn at 31 March 2023. You will lead a small team and report into the Senior Financial Advisor and Asset Management Lead within the Financial Accounting team. The FCDO has a portfolio of global assets comprising land/buildings, as well as vehicles and other equipment. In addition there are smaller amounts of artwork, along with intangible assets to manage.

You will be the key contact for all non-current asset questions, providing accounting advice and technical support. Non-current assets are a significant audit risk for the FCDO, so this role is integral in the FCDO\'s Annual Report and Accounts process. The FCDO have recently implemented a cloud-based version of Oracle, therefore you will have some scope to develop existing processes and controls and shape the way the FCDO accounts for its non-current assets.

You will join a large financial accounting team and will have line management responsibilities.

In this role you will be responsible for:

  • Preparing and reconcling the full Property, Plant and Equipment disclosure note for the published ARA, liaising with the National Audit Office (NAO) during the interim and final audits, and responding to audit queries.
  • Liaising with other directorates responsible for capital spend, providing advice and offering support to stakeholders, thereby ensuring accurate information is entered into the accounting system.
  • Offering advice and responding to queries from the wider business on FCDO\'s financial accounting policies.
  • Helping to implement recommendations raised by National Audit Office and Internal Audit.
  • Working with project managers to ensure assets under construction are brought into use correctly.
  • Working with stakeholders such as Estates to assess levels of impairment and depreciation. This would include ensuring assets held for sale are correctly disclosed in the ARA.
  • Preparing forecasts of non-cash costs for managements accounts and Estimates purposes.
  • Improving guidance to Posts on asset accounting.
  • Determining methodology for assessing the revaluation of relifed (amortised) assets.
  • Liaising with cross Whitehall working group on non-current asset accounting.
  • Line managing a small team, including supervising standard month-end processes.

We are looking for someone:
  • Who is Qualified with CCAB, CIMA or equivalent; or Part Qualified and working towards qualification, with financial experience over an extended period of time.
  • With the ability to analyse, manage and present complex financial information clearly both verbally and in writing to support organisational decision-making.
  • With advanced practical skills in areas of financial accounting, and desirably asset accounting, and who can set and interpret financial policy in these areas and combining this with sound business knowledge, is able to provide advice, guidance and leadership to others.
  • Who has a proactive approach and a focus on continuous improvement of self and service, with an appetite to work with others to simplify processes and improve efficiency.

  • Systems: responsibility for the effective delivery of financial systems, data, and technology across the organisation.
  • Reporting: automating data and reports wherever possible to ensure everyone has accurate, informative and accessible finance data to be able to manage budgets effectively throughout the year.
  • Annual Report and Accounts: all tasks and activities related to producing the FCDO Annual report and accounts.
  • Main and Supplementary Estimate: all tasks related to producing the estimate return to HMT, including analysis, review and challenge of the submission.
  • Technical accounting advice: Being subject matter experts on the requirements of the Financial Reporting Manual and the application of accounting standards.
