Adult Social Care looking for a Specialist Brokerage Officer to play a key role in our Commissioning for Complex Needs programme -- ensuring people with complex care needs receive the right support, in the right place, at the right cost.



About the Role



This is an exciting opportunity to contribute to the delivery of our re-commenced Commissioning for Complex Needs work programme.



You'll be responsible for overseeing milestone and work planning and maintaining robust financial tracking. A core part of your role will be managing the specialist brokerage process -- ensuring placements are appropriate, evidence-based, and deliver value for money.



Working collaboratively with social work teams, health professionals, providers, and partners, you'll help ensure our commissioning decisions deliver maximum value, are transparent, and focused on outcomes for individuals.



Key Responsibilities


Lead and manage the specialist brokerage process for complex needs placements, ensuring each request is proportionate, evidence-based, and quality assured.

Provide expert advice to social work teams and practitioners, promoting strengths-based, outcome-focused commissioning.

Develop and maintain effective systems for financial tracking, reporting, and data management, ensuring compliance and audit readiness.

Negotiate confidently with care providers to achieve best value and high-quality placements.

Build and sustain effective partnerships with providers, internal colleagues, and other stakeholders.

Analyse costs and trends to support market management and service development.

Support the Social Work Lead and commissioning teams to deliver efficiencies, service improvements, and the objectives of the Progression Model.

Identify and help address gaps in the care market, contributing to the design of new services where needed.


About You



You'll be an experienced and confident professional with a strong understanding of commissioning and brokerage in a health or social care setting. You'll combine excellent analytical, finance and negotiation skills with a passion for improving outcomes for people with complex needs.
