Job Description

Overview:

The London Borough of Harrow is looking for a proactive and skilled individual to join its Adult Social Care team as a Brokerage Officer. This vital role supports the delivery of safe, secure, and high-quality placements for vulnerable adults and children, ensuring that each placement aligns with the outcomes identified in individual support plans.

Working closely with Care Managers, service users, families, and providers, the successful candidate will be responsible for sourcing and negotiating appropriate residential, nursing, supported living, and community-based services. This includes day care, transport, domiciliary care, and reablement services. A key aspect of the role involves developing strong working relationships with existing and new providers, gaining insight into their capabilities and specialisms to ensure the best possible match for service users.

The postholder will play a central role in price negotiations, managing service quality, and resolving any service failures or complaints. They will also contribute to the commissioning of new services for individuals with complex needs, helping to maximise value for money while maintaining high standards of care. This is a dynamic and rewarding opportunity for someone with a strong understanding of Adult Social Care, excellent negotiation and communication skills, and the ability to work under pressure. Experience using Mosaic and knowledge of contractual frameworks are highly desirable.

About you:

The successful candidate will have:A detailed understanding of Adult Social Care services, including residential, nursing, domiciliary, and reablement care. Experience in securing high-quality support packages for vulnerable adults and children with complex needs. Strong negotiation skills, with the ability to agree placements and rates with providers in line with departmental budgets. Excellent communication and engagement skills to liaise effectively with Care Managers, service users, families, and providers. The ability to identify quality service provision and match provider specialisms to individual needs. Experience using Mosaic or similar systems to manage placements and generate purchase orders. A sound knowledge of service specifications, spot contracts, and contractual requirements. Confidence in managing service failures and complaints, and working collaboratively to resolve quality issues. The ability to work under pressure, prioritise tasks, and meet tight deadlines in a fast-paced environment.
