To develop, implement, improve and operate the highway network within the Borough by minimising disruption, ensuring availability of road space and maintaining reliability. To ensure that systematic and purposeful review of highway network operations are undertaken in consultation with other stakeholders and in line with current legislation (such as the Highways Act, New Roads and Street Works Act (NRSWA)and the Traffic Management Act (TMA)).
Duties
Overseeing road space bookings, traffic management planning, and the coordination of utility and contractor works through Street Manager
Ensuring full compliance with network management duties under the TMA
Leading the Street Works Team to deliver efficient day-to-day operations, including emergency response coverage
Monitoring financial performance including permits, licences, charges, and cost centre management
Developing strong working relationships with key stakeholders, including local authorities, utility companies, councillors, resident groups, and industry partners
Producing management reports, performance data, and statutory returns relating to streetworks, network occupancy, and compliance
Identifying and managing risk, and ensuring safety and quality standards are embedded across all operations
Supporting the continuous improvement of systems, policies, and procedures related to streetworks, safety, and network reliability
Person Specification
Use of relevant computer software including Street Manager
Partnership working with public, private and community sector organisations
HNC or Degree in Civil Engineering or Construction
Possession of necessary certifications to work including Streetworks Qualification Registration
Driving licence and access to a vehicle for travelling between sites
