OVERALL SUMMARY



The function is to provide technical, management and consultancy expertise and support to ensure vessel fully comply with Class / Flag State / Major Oil Company requirements, attain sea worthiness for commercial deployment and to maintain our reputation as 'Shipper of Choice' in the industry.

KEY AREAS OF RESPONSIBILITY




Class and Flag State Requirements Fulfillment + Plan and monitor requirements for the Class and Flag State Survey to ensure all certificates are valid.
Maintenance and Repair + Attend to vessel repairs and troubleshoot by providing technical expertise consultancy.
+ Monitor and manage Plan Maintenance Scheme (PMS) / Worklist for vessels.
Drydocking of Vessel + Plan and review drydocking requirements, specifications, and cost estimates.
+ Assist in supervision of drydocking and monitor performance in terms of cost, quality and schedule.
+ Conduct post-drydock evaluations and support invoice closure with Executive (Procurement).
Store / Spare Requisition + Evaluate and approve store / spare requisitions and escalate approvals to Fleet Manager / Technical Director based on the Approval Authorisation and Approval Limit.
Fleet Performance Monitoring + Track and report on vessel performance KPIs (e.g., fuel / lube oil consumption, running costs etc.).
+ Provide analytical support to the Assistant Fleet Manager / Fleet Manager for cost optimisation and budgeting.
+ Identify and manage under-performing vessels.
+ Review and address Non-Conformance Reports (NCRs).
+ Achieve HSSE goals identified for the role in QSP0105 - Key Performance Indicators. Implement sustainable practices, reduce waste, and ensure full compliance with all HSSE regulations and standards. Performance against these targets will be monitored and evaluated during annual performance reviews.
Technical Expertise Consultancy + Assist to address and verify defects as stated in Defect reporting system with special attention to MOC (where applicable) / Class / Charterer requirements.
+ Propose or review draft specifications for new building / conversion / alternation to vessel for compliance with Class / Statutory requirements.
+ Plan and attend routine inspection and audit of vessels and reporting.
+ Conduct Sale and Purchase Inspection.
+ Prepare and execute Taking Over of vessels.
People Management + Conduct debriefings and performance reviews of senior ship staff (e.g. Masters, Chief Engineers, Chief Officers etc.) in collaboration with the Marine HR department.
+ Lead the development and coaching of assigned senior officers, with emphasis on safety, technical performance, and cost leadership.
+ Guide and support the Executive (Procurement) to perform effectively in their role.
Coordinate with MSQV in approving hotwork permits and initiatives implementation onboard vessels. Perform other duties and assignments as directed by the Assistant Fleet Manager, Fleet Manager or senior management.

QUALIFICATION / EXPERIENCE




Degree in Marine or Mechanical Engineering, or Certificate of Competency (Class I) as Chief Engineer (Foreign Going). Minimum of 6 months' sailing experience as Chief Engineer on a company-operated vessel; or Minimum 2 years of experience as Technical Superintendent in another company. Minimum 5 Years of Tanker experience is mandatory for Tanker Fleets. Good negotiation skills. Strong communication and negotiation skills. Effective people management skills. Experience in staff performance reviews and KPI monitoring. Organised, independent, and resourceful. Capable of working under pressure to meet operational deadlines. Familiarity with maintenance systems, reporting tools, and Microsoft Office applications.
