Job Description


The role is to provide support to the head of service who is being seconded part time to a corporate project. The role is part time - 3 days a week. The role is for 3-6 months. PURPOSE OF THE JOB To provide senior management support to the head of service for the operational delivery of accounts payable and receivable for the Council. To support the management of the accounts payable, accounts receivable, and banking functions are managed to perform effectively and efficiently within the FCP&P, meeting the needs of both internal and external customers. To support the management of the Council\xe2\x80\x99s sundry debt programme and management of payments of SAP AR invoices totalling \xc2\xa3620m in year. To oversee the operational administration of the councils SAP master data and user management functions and services. To provide support for the implementation of a new staffing structure. To lead on the development of long term strategies for future improvements and developments to financial control & processing. To develop the FCP&P business plan for the next 2 years To map all current business processes by consulting with staff, investigating alternatives and opportunities and sharing best practice in efforts to generate the most appropriate models for improving services into the future. Knowledge, including educational qualifications: Relevant degree or MAAT or CCAB qualification and / or work experience of at least equivalent level. Knowledge of relevant aspects of local government finance including local authority accounting Extensive knowledge of change management and service development techniques, preferably gained in a Local Government environment. Experience: Experience of the following: - Financial planning - Provision of financial information to inform effective decision making including ensuring the effective maintenance of financial records to support this - Financial monitoring, forecasting and reporting - Financial administration - Staff management Experience of change management, implementing major change in a significant organisation.
