Role Overview



To provide specialist VAT advisory services to support the planning, procurement, construction, and operational phases of a major new infrastructure programme. The objective is to ensure

full VAT compliance

,

maximise VAT recovery

, and

mitigate VAT-related risks

across the lifecycle of the programme.

Key Objectives



Ensure full compliance with HMRC VAT regulations throughout the project. Maximise VAT recovery opportunities across both capital and operational expenditure. Provide strategic and transactional VAT advice tailored to procurement and delivery models. Support the Trust in responding to HMRC queries, audits, or inspections. Collaborate with legal, financial, and technical advisors to ensure an integrated approach.

Key Responsibilities



1. VAT Strategy, Structuring & Planning



Develop a VAT Strategy and Recovery Plan aligned to the programme's delivery model and business case stages (SOC, OBC, FBC). Provide advice on VAT grouping, partial exemption, and optimal contract structuring for VAT efficiency.

2. VAT Recovery & Compliance



Identify and quantify recoverable VAT across capital and operational expenditure, and maintain a tailored VAT Recovery Model. Advise on Capital Goods Scheme (CGS), partial exemption methods, and ensure timely VAT submissions and compliance reporting.

3. Procurement & Contractual Advice



Review procurement strategies and contracts to identify VAT implications and provide structuring recommendations. Support tender evaluations and contract negotiations to ensure VAT efficiency.

4. Operational Phase Support



Advise on VAT treatment of operational models, including FM, shared services, and leasing arrangements. Support the transition from construction to operational VAT compliance.

5. HMRC Engagement & Governance



Prepare documentation for HMRC audits and represent the Trust in direct engagement and correspondence. Support development of a VAT governance framework and maintain a VAT Risk Register.

6. Training & Knowledge Transfer



Deliver VAT training sessions and create supporting materials to build internal capability. Provide clear documentation to ensure consistent VAT understanding across programme teams.

7. Ongoing Support & Reporting



Provide ongoing and ad-hoc VAT advice across all programme phases, including updates on legislative changes. Deliver key reports, including the Detailed VAT Assessment, Compliance Reports, and Final Reconciliation Report.

Required Experience and Skills



Extensive knowledge of UK VAT legislation, especially within public sector capital projects. Proven track record of advising public sector organisations on VAT during major infrastructure developments. Experience with VAT implications in construction, procurement, and operational service models. Strong understanding of delivery models including P23, joint ventures, and traditional procurement. Confident in representing clients in discussions with HMRC. Excellent communication and report writing skills. Experience in developing VAT recovery models and handling partial exemption and CGS calculations.

Preferred Qualifications



Chartered Tax Adviser (CTA), ACA/ACCA with VAT specialism, or equivalent. Experience working with public sector bodies on major capital programmes.
