Responsible for the review, maintenance and development of relevant London taxi, private hire, pedicab and autonomous passenger service vehicle licensing policies and standards. Ensures that standards and policies are fair, reasonable and appropriate, and are delivered and maintained throughout the Directorate in line with TfL's strategic objectives for safety, accessibility, innovation and sustainability.
The post-holder leads on developing and interpreting regulations and standards affecting the travelling public and the livelihoods of approximately 100,000 licensees, pedicab operators and future autonomous service providers. They will make reasoned recommendations for consideration by the Director and Senior Management Team, applying expertise and seeking legal or technical advice where necessary.
In developing new standards and regulations, the post holder will refer reasoned detailed recommendations for the consideration of the Director and the Senior Management Team. In interpreting existing standards and regulations the post holder would be expected to apply his/her experience seeking further expert advice where necessary.
Given the legal framework within which the post holder must operate, he/she must have an awareness of when there is a need to seek legal advice and how to interpret it in the context of TfL's standards and regulations.
Key Responsibilities:

• Develop and produce proposals for revisions to taxi, private hire, pedicab and autonomous passenger service vehicle licensing requirements and standards in accordance with the Directorate's objectives and strategy, consulting with relevant trades and stakeholders.
• Where practical and suitable, seek to harmonise standards across taxi, private hire, pedicab and autonomous passenger services to deliver consistency in policy and processes, minimising back-office administration and costs.
• Work with relevant teams to ensure proposals are measured, balanced and communicated effectively through formal and informal consultation with trade representatives, technology providers and other stakeholders.
• Assist in developing internal policies, processes and documentation for customer-facing information and processes, ensuring streamlined approaches and reduced duplication.
• Monitor developments in regulations and legislation affecting taxis, private hire, pedicabs and autonomous passenger services. Lead on implementing changes required within the Directorate, working with bodies such as the Department for Transport and CCAV.
• Ensure the regulatory framework promotes equality, accessibility and reflects the diversity of London's communities, while supporting innovation in mobility.
• Act as the Directorate lead for requests for approval of additional equipment or changes to vehicles, including emerging technologies in autonomous services, ensuring compliance with required standards.
• Contribute to cultural and operational change within the Directorate, playing an active role in the Senior Management Team to deliver effective leadership and continuous improvement.

• Promoting beneficial change. Communicate reasons for new regulations or ways of working; look to future needs for change; and ensure that changes are implemented effectively.
• Motivation of team. Must be able to manage, motivate and delegate effectively. Must recognise staff development needs and ensure they can deal with present and future tasks.
• Legislative understanding. Experience of interpreting and applying legislation and other regulatory requirements and where necessary proposing new requirements.
• Communication. Expertise needed for both internal and external communications, to ensure messages have maximum impact and that all parties understand and support/understand the TfL position. Excellent written and verbal presentational skills are essential.
• Innovation. Positive attitude to new requirements where they can help achieve objectives more quickly, efficiently or effectively.

Knowledge:

• Detailed understanding of regulatory frameworks for taxis, private hire, pedicabs and emerging autonomous passenger services.
• Policy analysis and service delivery methods.
• Understanding of legal requirements and processes.
• Legal requirements and processes, including autonomous vehicle legislation.
• Appreciation of political aims, constraints and trade-offs.

Experience:

• Relevant technical qualification (e.g., motor vehicle technology, mechanical/electrical engineering).
• Proven experience in automotive, mobility or transport technology sectors.
• Experience in a management role within a regulated environment, for example, in a licensing authority or other large public authority.
• Proven ability in working effectively with a wide range of stakeholders.
• Experience of legislative interpretation and change.
• Sound appreciation of service delivery methods in a large organisation.
• Record of implementing effective equality and inclusion measures.
• Experience of implementing change.

Hybrid working within this role enables a balance of 50 per cent of time split between the office and home over a 4 week period. Hybrid working arrangements can evolve subject to business requirements.
