The Victim Safety Officer will be based in Phoenix House, Blaina but will be required to work throughout the South East Wales region providing support and information to those affected by domestic abuse.
Please note - This is not a Hybrid or Working From Home position.
Phoenix Domestic Abuse Services provides a single referral point for families affected by domestic abuse. This includes strengths-based assessments, interventions, and support for any member of the family in need, including perpetrators, victims, and children.
The Victim Safety Officer will be required to work within the All Family Approach that Phoenix DAS provides.
The Victim Safety Officer will also identify and maintain effective working links with new and existing key partners and will work to increase the profile of the service region wide through networking and publicity.
Hours: 21 - 35 hours a week, full time and part time available, permanent position.
Responsibilities and Tasks:
The Victim Safety Officer's duties are to: -
Work directly with any gendered victims of domestic abuse, at all levels of risk, to help them to identify their strengths and needs in order to reduce risk and increase their resilience and well-being, while ensuring the whole family is considered in any services provided.
Provide non-judgemental advice regarding risk management, and support them to navigate the criminal justice system and civil law processes.
Continuously assess the needs and risks of victims and their children using an evidence-based identification checklist.
Advise victims of their rights and options for seeking specialist support from external agencies, make referrals and coordinate the provision of multi-agency support where necessary, and proactively advocate on the victim's behalf. Ensure that barriers to accessing support and protection are minimised.
Provide a crisis and ongoing intervention service, by providing information and advice, as well as emotional and practical support.
Support victims to develop their confidence and strive to promote the individual's autonomy and independence at all times.
Assess the availability of external support in order to address the holistic needs of service users.
Develop and deliver programmes for people who have experienced domestic abuse, incorporating existing programmes and research within the field.
Where external groups/support is not available or not appropriate to need, develop and deliver in house solutions including group work both in person and online.
Provide Partner Support Services for Project CARA (Cautioning and Relationship Abuse) and partners/ex-partners if not involved in the All Family Approach.
Work with family members and friends of victims to help them better understand how they can provide support directly.
Provide guidance and training where necessary, for professionals that work with victims of domestic abuse to enable them to identify and support those affected by domestic abuse to ensure their responses and interventions are safety focused.
Establish positive working relationships with partner agencies in the borough and help to develop referral pathways into the service.
Participate in multi-agency conferences in respect of children and adults at risk as required, providing reports and undertaking actions as necessary.
Support the Partner Safety Team Leader and the Senior Management team to monitor outcomes, and keep them updated of any issues and successes.
Ensure that the agreed Quality Assurance procedures are followed including case recording and monitoring systems are kept up to date and secure, and write internal and external reports where required, including for safeguarding conferences, team meetings etc. Case audits and observations will be completed by your line manager to ensure all monitoring information is up to date and accurate.
At all times protect the safety and security of PHOENIX DAS, service users, staff, volunteers and buildings, and the confidentiality of records and other information.
Be responsible for personal learning development and keep up to date on research, relevant legislation, policy and practice, and other literature relevant to the project.
Actively participate in supervision, training and meetings as required.
Ensure the effective implementation of PHOENIX DAS' Safeguarding, Health & Safety, Equal Opportunities and other policies and procedures and uphold the core values of PHOENIX DAS.
Work across teams within Phoenix DAS and undertake other such duties, appropriate to the grade and character of the work, as may reasonably be expected.
