Job Description

We are seeking a strategic and analytical Commercial Finance Business Partner to join our dynamic team at our Head Office in Bolton. This is a pivotal role that goes beyond traditional finance functions, combining financial management, operational oversight, and business development and commercial insight to support the organisations long-term growth strategy. As Commercial Finance Business Partner, you will be responsible for managing and monitoring performance of multiple services to budget and forecast within our organisation, each with its own operational and strategic needs. This makes the role both varied and impactful, requiring a hands on, adaptable approach to ensure each service line remains financially robust and aligned with our broader organisational objectives.



You will be the key finance support for business development with financial modelling for new business tenders and proposals. You will work closely with senior leadership and cross-functional teams, driving financial monitoring and planning, improving operational efficiencies, and identifying new opportunities to enhance performance and growth. Key Responsibilities Financial Management Lead on all aspects of financial reporting, planning, budgeting, forecasting, and reporting for operations. Work with service leads on monthly management accounts, financial performance reports, variance analysis.



Collaborate with service leads to identify and deliver in year financial efficiencies, ensuring value for money and sustainability. Responsible for quarterly financial returns to local authority customers which are accurate, timely and in line with contractual pricing schedules. Ensure compliance with accounting standards, internal controls, and financial regulations. Manage and support with funding or investment decisions.



Support with year-end processes including liaising with external auditors. Operational Oversight Monitoring of performance to service budgets through analysis and financial modelling. Work cross-functionally to monitor and improve operational performance and cost efficiencies. Analyse operational data to support strategic decision making.



Assist in the development and implementation of financial and operational policies and procedures. Collaborate with HR, IT, and Procurement to streamline financial processes. Business Development Partner with the Business Development team to evaluate financial viability of new projects, bids, and contracts. Be responsible for the development and management of financial models for new business tenders and proposal pricing being the link between Business Development and Finance.



Conduct commercial analysis and risk assessments to support growth initiatives. Support with external and new business commercial contract reviews. Provide financial insight into market trends and new service opportunities. Support pricing strategies and development of business cases.



Key Requirements ACA, ACCA, CIMA qualified (or equivalent). Proven experience in a senior commercial finance / business partner role, with exposure to operations or business development and good commercial acumen. Strong analytical, budgeting, and forecasting skills. Excellent communication skills, with the ability to present complex information clearly.



Commercially astute with a strategic mindset, proactive approach and good understanding of commercial contracts. Advanced Excel and financial modelling skills; experience with accounting systems. Desirable Attributes Experience within health, social care, or public sector services. Knowledge of public sector commissioning, contract management and commercial contracts.



Ability to lead or support funding applications or investment pitches.
