Who we are & what we do
A department of 500 people, consisting of support staff, Technicians, Roadworkers, Apprentices, Engineers and Managers.
We cover a range of sectors of Civil Engineering - from Bridges, Flood Risk Management, Urban Traffic Control, Transport Planning, Asset Management and Highways.
We work with various stakeholders, including members of the public, businesses, Councillors, Developers, Contractors, internal and external clients.
Design and deliver schemes ranging from GBP10k to GBP*100M. Primarily based in Merrion House in the city centre, but opportunities arise to work in site offices across Leeds.

Job Purpose
To gain practical work experience in the work of an Incorporated Engineer and become familiar with the latest techniques and standards in Civil Engineering. To work as a member of teams involved in the design, construction and maintenance of civil engineering projects.
The post holder will be able to progress through the specified grades as experience, qualification and knowledge is gained. Support, guidance and training will be given to the post holder to assist in effective delivery of the responsibilities.

Responsibilities
Develop knowledge, skills and experience of professional and cost effective engineering scheme management and the coordination role of supporting the delivery of civil engineering schemes and other related engineering elements.
Work closely with Consultants, Contractors and Developers in all aspects of delivering civil engineering schemes.
To comply with the accountability of the safety of staff, service users and contractors in accordance with the Department Health and Safety Policy.
Develop knowledge, skills and experience as a construction professional, in accordance with all appropriate legislation.
Develop knowledge, skills and experience of carrying out the statutory duty and roles required under the Construction Design Management Regulations (2015).
Work closely with external consultants in the feasibility, design and construction supervision stages of civil engineering schemes.
Develop knowledge, skills and experience of managing projects and service improvements where required.
To give advice and mentor junior members of staff where required.
Liaising closely with colleagues in all areas of the department to secure the delivery of satisfactory services to Members, citizens and developers.
Liaison and joint working with other teams, departments, Authorities, public bodies and private organisations.
Keeping abreast of changes in legislation, policy and procedures, ensuring such changes are taken into account in all matters dealt with.
Apprentice Engineers are registered under a formal training agreement with the Institution of Civil Engineers, and individually mentored by a Supervising Civil Engineer. Progression within the scheme requires a number of attributes to be achieved during the training period as part of the Apprentice duties and under the management of the Supervising Civil Engineer.
The Directorate operates a Staff Appraisal and Development Scheme which includes individual Action Plans and a collective Training Plan. You will be expected to participate actively and responsibly in the agreement of a Personal Action Plan and in meeting its agreed aim and targets.

Qualifications
96 UCAS points, from at least three A-levels at grades A- C including maths and physical science or their equivalent. GCSE grade C/4 or above in English and Maths.
B1 Duties

Undertake successful academic learning/exam/assessment results over the initial two year period of a Bachelor of Science Degree in Civil Engineering.
Make suitable progress toward completing the Institution of Civil Engineers Development Attributes.
B3 Duties
Develop an understanding of the role of Civil Engineering in an enterprising public sector context and its interaction with Contractors and Consultants.
Under supervision assist within an engineering team context in developing civil engineering solutions to issues and challenges across the city.
Under supervision assist senior engineers in the drafting of consultation and contract drawings (using Computer Aided Design & 3D BIM Technology) and authoring of contract documentation.
Under supervision assist senior engineers in the supervision of construction sites.
Under supervision draft correspondence to internal colleagues and officers across the council and members of private sector organisations and members of the public.
Under supervision assist in the compiling and drafting of reports on complex issues, reaching reasoned conclusions and making recommendations.
Develop a deeper knowledge of legislation and detailed design guidance including the CDM Regulations, the Design Manual for Roads & Bridges together with its accompanying publications and their application within the Highway Authority.

Draft correspondence to internal colleagues and officers across the council and members of private sector organisations and members of the public.
Compile and draft reports on complex issues, reaching reasoned conclusions and making recommendations.
Develop a working knowledge of legislation and detailed guidance including the CDM Regulations the Design Manual for Roads & Bridges its accompanying publications and their application within the wider district setting.
Actively promote the service in order to raise the profile of the council and demonstrate its value to all members, residents.

Successfully complete a Bachelor of Science Degree in Civil Engineering.
Successfully complete and sign-off the Institution of Civil Engineers Development Attributes.
Successfully achieve Incorporated Engineer (IEng) status and registration with the Engineering Council and Membership of the Institution of Civil Engineers (MICE).
PO1 Duties
(including all the above duties with appropriately limited supervision)
Deputise for senior engineers as instructed.
Supervise other officers as assigned or seconded to the post holder.
Actively support continuous and enterprising improvement initiatives through contributing to cross sector schemes.
Author detailed reports and presentations on a full range of complex issues with limited supervision and present at member & senior manager meetings with support from senior colleagues.
Undertake presentations and represent the council in public forums.
Engage with Ward Members and local communities in dealing with reasonably complex urban and rural engineering issues, and advising recommendations and suitable courses of action.
Manage reasonably complex civil engineering schemes from both a drawing office and site perspective using scheme and project management techniques and reporting mechanisms to ensure timely delivery of complex projects.
