The starting salary is 47,060, which includes allowances totalling 2,928.


The salary is broken down as 44,132 basic salary, which will increase annually until you reach the top of the scale 52,652 Plus, a location allowance of 1,928 and a non-pensionable allowance of 1,000.

Met Business Services (MBS) is a new way for the Met to deliver enabling services to all of our officers and staff. MBS is a front-line focused services organisation that sets our people up to succeed, reduces admin, and provides a single source of truth for all HR, Finance and Commercial data, providing a critical cornerstone to fix our foundations.


MBS will help every person and supplier working with the Met by:

Building a modern and efficient industry-standard business services directorate, building and pooling key specialist capabilities, strengthening HR, Finance and Commercial functions whilst removing functional silos; Designing end-to-end services, building them around the needs of the users rather than in functional process silos and seamlessly integrating them regardless of how they are delivered; and Providing easy-to-use interfaces and 'one-touch' services for end-users that leverage the potential of contemporary technologies like automation and low-code workflows.

Role Description




The Payroll Manager is responsible for overseeing the day-to-day delivery of outsourced payroll services for Metropolitan Police employees, ensuring accuracy, compliance, and a consistently high-quality colleague experience. This includes the management of payroll inputs such as absence, overpayments, and allowances, while safeguarding adherence to policy, legislation, and scheme rules.


The postholder monitors performance, resolves escalated issues, and contributes to continuous improvement initiatives to safeguard employee outcomes and enhance service experience.

Key Responsibilities




What does the average day look like? Your core duties will include (but are not limited to):

Monitor Vendor Delivery Across Payroll:

Track performance of outsourced services including payroll, overpayments, recoveries and allowances administration. Monitor KPIs and SLAs, escalate risks to the Payroll Lead, and propose improvements to maintain service continuity and compliance. Ensure accurate payroll deductions and data transfers related to pensions contributions, in line with scheme rules and reporting schedules, under the oversight of the Pensions team.

Ensure Compliance with Statutory and Organisational Standards:

Ensure delivery aligns with employment legislation, HMRC requirements and internal policy. Maintain accurate records and audit-ready documentation to support assurance activity and uphold internal controls.

Coordinate the Resolution of Complex or high-risk Payroll Issues:

Manage case resolution by coordinating with the external provider, HR, Finance and Legal teams. Identify when to escalate matters and prepare clear, evidence-based recommendations for the Lead to support timely resolution and minimise disruption to employees.

Contribute to Service Improvements and Operational Change:

Identify opportunities for process improvement across payroll. Support the implementation of approved changes (e.g. digital fixes, policy alignment, vendor transition) by leading the development of Request for Changes (Change Requests) and tracking delivery and flagging risks.

Maintain Cross-Functional and External Stakeholder Engagement:

Work collaboratively with HR Business Partners, Reward, ER, and Finance leads to coordinate service responses to issues across payroll. Act as key point of contact with the external provider to ensure joined up communication, monitor performance and support consistent, high quality service delivery to employees.

Successful candidates will be expected to evidence the following attributes:

Knowledge:



In-depth knowledge of payroll services (including absence management, overpayments, and allowances)relevant legislation, compliance frameworks and statutory requirements Understanding of overpayments, recoveries, allowances and absence management where applicable Awareness of HMRC standards, employment legislation and scheme governance Familiarity with pay assurance models, internal controls, and audit standards Knowledge of payroll or HR systems such as Oracle, SAP or Workday, for performance tracking and issue resolution Understanding of data protection and confidentiality when managing employee records

Skills:



Able to analyse performance data and identify service risks or trends Strong attention to detail to uphold accuracy and compliance in high-volume environments Effective communicator with the ability to influence internal and external stakeholders and explain complex issues clearly Confident in managing competing priorities and escalating appropriately under pressure Able to document and share insights, recommendations and updates clearly across functions Ability to document business requirements as a result of policy changes or enhancement requests.

Experience:



Experience assuring or managing outsourced payroll services in a complex or high-volume organisation Experience applying SLAs and KPIs to assess service delivery and raise performance concerns Experience preparing documentation for audits or assurance activity Experience resolving complex or high-impact queries in collaboration with internal and external stakeholders Experience supporting service improvement or change initiatives related to digital, process or policy updates

Skills:



Desirable:



Certificate of Payroll Management from Chartered Institute of Payroll Professions; Foundation Degree in Payroll Management
