Undertake statutory planning processes in accordance with Local Planning Framework, Local Laws,
and other relevant acts, regulations and policies including but not limited to:
Assess applications with a high level of complexity and prepare reports.
Assess subdivision applications and process clearances.
Strategic Land Use Planning
Develop and implement the Shire's Local Planning Framework, including but not limited to:
Local planning strategy
Local planning scheme and amendments
Local planning policies
Local structure plans
Local development plans
Heritage
Development contribution plans
Local studies, strategies and other planning related matters
Ensure that the Shire complies with all legislative responsibilities defined by relevant acts, regulations
and policies
Liaise and negotiate with developers, landowners and other internal and external stakeholders
Assess strategic proposals
Prepare reports and make recommendations to Council
Represent the Shire at the State Administrative Tribunal (SAT) as required
Represent the Shire and contribute to state and regional strategic matters
Undertake demographic, environmental and economic research to inform Local Planning Framework
Provide strategic planning comment on development applications.
Monitor and review Local Planning Framework
Compliance & Appeals
Respond to complaints of and investigate non-compliance with planning legislation
Conduct compliance assessments including site visits and reporting.
Liaise with developers, landowners and consultants to achieve compliance.
Prepare reports and witness statements and represent the Shire in court or at the State
Administration Tribunal (SAT) as required.
Leadership
Provide effective leadership to Planning Officers undertaking strategic and statutory planning tasks in
accordance with the Shire of Capel's policies and procedures and in consultation with the Manager
Development Services and Organisational Development as appropriate. This includes but is not
limited to:
Plan, schedule and directly supervise the performance of Planning Officers.
Support, develop and coach Planning Officers to effectively fulfil their role.
Provide assistance with recruitment of employees, and make appointment decisions, as
required.
Undertake general employee administration, including approval of leave applications and
timesheets, as required.
Supervise contractors, volunteers and others as required
Qualifications Required
Experience and qualifications
Essential
Bachelor of Arts in Urban & Regional Planning, or relevant equivalent
Strong research and evaluation skills
Strong report writing skills
Strong computer skills in MS Office
High level of planning experience in statutory processes, structure plans and town planning scheme
amendments in relation to urban and rural land use issues in a Local Government environment.
High level of Strategic planning experience in relation to urban and rural land use issues in a Local
Government environment.
Exposure to multidisciplinary environments of buildings, public health, environmental management
and engineering related to the local government planning process
Comprehensive working knowledge of WA town planning legislation and other relevant legislation
C Class Driver's Licence

Demonstrated project management skills
Demonstrated Geographic Information Systems (GIS) skills
Experience in developing policies and procedures.
Experience in undertaking compliance action and appeal processes
