Job Description

We are looking for an experienced and motivated Project Manager to join the Programmes and Change Team until 31 March 2027. This is a maternity cover post and offers excellent flexibility for someone wanting a fixed term contract for 22.2 hours per week.


The projects you will manage will be in the Safe and Caring Communities Directorate, consisting of Adult Social Care, Cornwall Fire and Rescue Service and People Commissioning. Your role is pivotal to support the transformative change across these areas, so Cornwall Council can continue to provide excellent services to our residents, supporting people to stay as healthy and well as possible, aiming to prevent, reduce and delay the need for health and social care services.





The Service & Team:



The Programmes and Change Team sit within the People and Change function of our Customer and Business Support service area. The Team provides a high quality, strategic support function as part of our Customer and Corporate Services Directorate, enabling the business to deliver on its most complex and challenging business change priorities.

About the Role



The Project Manager will work closely with a range of stakeholders to deliver the project aims. This could include within the council, partner agencies, and people with lived experience.


You will be responsible for:


Leading the planning, delivery, and monitoring of key project deliverables, including establishing a detailed timeline for the product deliverables in accordance with the project governance, with mapped dependencies, resources and being accountable for escalation points. Managing the internal governance pathway for the appropriate approval stages Coordinating activity from cross-functional teams to ensure timely and effective implementation of interventions Managing project documentation, risk and issues register, and milestone plans in line with PMO standards. Supporting the Senior Responsible Officer (SRO) and Business Lead with governance, performance reporting, and benefits realisation.

What You'll Need to Succeed



Proven experience in project management with the confidence and ability to lead multi-functional teams and provide healthy challenge at all levels of the organisation. Demonstrating a knowledge and understanding of the strategies and tools required to successfully deliver change. You will be keen, enthusiastic, and have good communication skills that you can draw upon to collaborate effectively with a broad range of stakeholders. You will demonstrate strong organisational, management and interpersonal skills and have a collaborative mindset. The ability to manage multiple workstreams and deliver results within a complex organisation and partnership environment.
