Job summary




The Operational Advantage Centre (OAC) supports the Royal Navy in its activity. You would be working in a mixed team of Civilian and Military personnel, reporting to a military Officer. This post works both within the OAC Headquarters in HMS Collingwood as well as in the CSF headquarters in Portsmouth Naval Base. Due to the nature of the work and the split team location, frequent, and at times short notice, travel is required between the two sites. This post is crucial to the ongoing development of the newly formed OAC and its headquarters functions so will be playing a pivotal role in further establishing the new Operational HQ structures.


The Operational Advantage Centre's teams do a wide breadth of varied work that this role is vital in supporting.

Job description




The OAC Operational Delivery Lead works directly to the OAC Director 1by leading the OAC HQ Operational Delivery Group (ODG) function being responsible for around 24 staff across multiple geographically nuanced sites and primary delivery areas.

Tasks that the successful candidate will be required to do include:-

Leadership of all internal business functions supporting disparate OAC pillars, estate and its circa 383 staff including but not limited to: security delivery and assurance, finance and budget management, information management, risk management and internal technical support to OAC product owners and teams (graphics, quality assurance, CIS), resourcing. Oversight of the formal tasking process, allocating, tracking, and ensuring that teams deliver agreed products to customers on time. Report daily to OAC 1 on performance delivery across all above areas providing reassurance and direction where appropriate including on such matters as finance and civilian HR delivery.
Report monthly to 2 owners of OAC performance against all delivery metrics in accordance with OAC Handbook
Strategically lead the integration of the ODG and wider pillars into the Operational Advantage Centre change programme through its transition from Initial Operating Capability to Full Operating (Organisation) Capability, ensuring effective longevity in seeking opportunities to further improve OAC output and capabilities. This includes line management of three HEO's and their teams. ###

The post holder will have the opportunity to join the OAC in this post and work as part of a dynamic fast paced team where priorities are changing depending on the required output at a given time. No two days are the same and flexibility of working as well as the ability to work in an agile manner are essential for this role. The RN is modernising its operational delivery resulting in some unpredictability of this role.


The successful applicant will:-

Have good communication and interpersonal skills. Be proactive, self-motivated and able to work cohesively with members of the wider OAC and CSF 2 enterprise to meet the needs of a busy 1 Headquarters with daily interaction with the 1 and into the 2*.
Be able to work reactively and be able to rapidly prioritise work streams as required. Embrace challenge and be able to manage partners at all levels; nationally and internationally and up to 3 on a regular basis.
Have good MS Office knowledge. ###

An apprenticeship is a combined package of work and training. Professional qualifications can be achieved through an apprenticeship and range from Level 2 (equivalent to 5 GCSEs), Level 3 (equivalent to 2 A Levels), and Levels 4 -7, which can give you a foundation degree, a full Bachelor's degree, or a Master's degree.


Apprenticeships normally last between 12 months - 3 years, depending on the level of the apprenticeship.

Successful candidates can discuss their development options with their manager when in post.


Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
