Fleet Size:

30-50 PSV vehicles (standard international O?Licence), 50+ non-PSV vehicles

Hours:

Full?time, 08:00?-?16:00 Monday-Friday (37.5?h) on?call / weekend cover rota

Salary:

45,000?-?55,000?DOE + benefits (pension, 28?days leave inclusive of statutory bank holidays, CPD budget)

Role Purpose



Provide continuous and effective management of all passenger transport activities, ensuring full compliance with statutory and company requirements while delivering safe, efficient, and profitable services.

Key Responsibilities



1. O?Licence Compliance & Governance



Act as

named Transport Manager

on the company PSV O?Licence. Maintain all operator?licence undertakings; update VOL; liaise with the Traffic Commissioner & DVSA; represent the company at audits or hearings. Ensure transport activities are conducted legally, safely

and profitably

in line with Senior Traffic Commissioner guidance.

2. Fleet Planning & Roadworthiness



Publish and manage a rolling 6?month Forward Maintenance Plannercovering PMI, MOT, LOLER, PSVAR and emissions inspections. Oversee defect reporting, recalls, downtime and external maintenance providers. Maintain an accurate fleet database and KPI dashboard.

3. Drivers' Hours, Tachograph & Working Time Compliance



Oversee

weekly tachograph data download and analysis

. Investigate infringements, debrief drivers and implement corrective action plans. Ensure Driver CPC training compliance.

4. Driver Management & Development



Lead, coach and develop

drivers

and depot staff; manage recruitment, induction, performance and discipline in conjunction with Human Resources. Conduct quarterly driving?licence checks and monitor Driver CPC card expiry & CPD records.

5. Accident & Incident Investigation



Ensure all accidents, incidents and near?misses are recorded, root?cause analysedand closed out with preventative actions.

6. Vehicle Utilisation & Mileage Control



Analyse telematics and mileage data; reposition vehicles to optimise utilisation, reduce excessive mileage and improve fuel efficiency.

7. Safety, Security & Environmental Compliance



Conduct route risk assessments, safe?loading / wheelchair restraint checks and ensure PSVAR accessibility standards.

8. Commercial Contribution



Provide costings and compliance input to tender bids; support budgeting and cost?saving initiatives.

9. Continuous Improvement & CPD



Undertake at least

2 days' formal TM?CPC refresher training

within every 5?years. Promote best practice, maintain good reputeand professional competence.

Person Specification



Essential



Valid Passenger Transport Manager CPC

(International). Proven experience managing fleets of

30-50 PSV

vehicles and a larger non-PSV fleet. Expert knowledge of Drivers' Hours, Tachograph, Working Time, Roadworthiness & O?Licence undertakings. Strong leadership and people?development skills. Excellent written and verbal communication; confident with compliance software & Microsoft?365.

Desirable



Experience with telematics, PSVAR compliance and zero?emission vehicles.
