PURPOSE OF THE POST:
To lead the specialist volunteer workstream from the City of London Police - National Lead Force for Fraud, Economic and Cyber Crime workforce strategy.
To provide national, strategic leadership, driving culture change within policing to ensure volunteers are valued and effectively utilised to fight fraud, economic and cybercrime.
To be an active member of the City of London Police Senior Management Team, ensuring volunteer and wider workforce strategy objectives drive decision-making for the national Fraud, Economic and Cyber Crime networks.
Line management of the specialist volunteer co-ordination team.
MAIN DUTIES AND RESPONSIBILITIES:
Internal Stakeholder Engagement
Implement recommendations from 2025 academic review of specialist volunteering, developing strategy and delivery plan
Close working with City of London Police Fraud and Cyber Protect, to embed cyber and fraud protect volunteer cadre and wider civil society network
Embed specialist volunteering with Serious & Organised Crime (SOC) Workforce Capability workstream, attend SOC strategic workforce strategy meetings to identify opportunities to collaborate
Attend NPCC Citizens in Policing (CiP), Special Constabulary, Police Support Volunteers and Cadets national working groups and devise specialist volunteering strand of CiP strategy
Provide conduit between volunteer innovation and NPCC Science and Technology in Policing
Provide conduit between volunteer skills and expertise gaps in College of Policing
Skills/need analysis with ROCU teams
Share/support NCA Specials leadership
Stakeholder engagement with NPCC leads across SOC
National internal comms and engagement
National engagement with staff unions
National engagement with Association of Special Constabulary Officers
Support/incorporate NCA expert advisor list
Identify and share best practice
Support all City of London Police (CoLP) Economic and Cyber Crime Workforce Strategy workstreams
External Stakeholder Engagement
Provide reporting against Home Office grant deliverables, including devising measurement of value and return on investment
Work with Home Office and other government departments to build specialist volunteering into law enforcement strategies (including Police Reform programme)
Extend availability of specialist volunteering to government agencies
Liaison and volunteer sharing with MOD Joint Cyber Reserve Force
Develop relationships with relevant large corporations to recruit volunteers
Develop relationships with charity and public sector volunteer schemes
Needs analysis with businesses
Needs analysis with victims
Implement Employer Supported Policing (ESP) agreements
Horizon scanning - identify threats and skills that will be needed
External Comms to build trust and confidence
Extend police cadet Cyber Ambassador scheme to armed forces cadets
Seek external funding to support volunteer cadre and develop sustainability
Liaison with international policing to support development of specialist volunteering
Volunteer Network Management
Embed risk management framework for utilisation of volunteers
Develop consistent, relevant training
Implement consistent volunteer agreements
Contract management of national volunteer management platform
Drive recording of activity for reporting, analysis and evaluation of impact
Develop national communications strategy
Develop consistent recruitment processes
Establish working groups for Specials and Volunteers to take responsibility for strategic topics
Manage alumni network
Support teams to effectively manage volunteers
Horizon scanning - identify skills that will be needed
Identify and ensure oversight of national projects by volunteers
Implement volunteer engagement/recognition events
Identify and share best practice
Procurement of specialist equipment for use by volunteers
Mandatory duties

Selection Criteria
Skills
Excellent public speaking, influencing and negotiating skills
Ability to communicate effectively and confidently at all levels, within policing and external stakeholders, including at senior and executive levels
Confident, dynamic and resilient, able to drive forward strategy and delivery with limited supervision
Change management and project management, strong planning and organisational skills
Able to proactively identify key stakeholders, develop and maintain effective partnerships
Strong written communication skills, including report writing, briefing documents, business cases etc.
Understanding of finance and budget management
Experience
Have an understanding of the current structures of the fraud, economic and cybercrime landscape, including the NCA, NCSC, ROCU network, force teams, and wider interrelated capabilities.
Experience working in fraud, economic and cybercrime or wider SOC welcome but not essential
Experience working with volunteers (in any context) welcome but not essential
