Job Description

As Business Manager and Clerk to the Governors you will:



Report directly to the Co - Head teacher/s on day-to-day administration matters, budgetary matters and all matters concerning finance, catering, buildings (maintenance, grounds, cleaning, security), logistics, IT and health and safety. He/she assists the Co - Head teacher/s with the management of the school in forward planning and development issues and advises on financial and legal matters.

Be responsible for the planning, development and delivery of support functions within the school.

Be accountable to the Governors for the financial and business management of the school, in accordance with the policies established by the Governors in consultation with the Co - Head teacher/s.

Act as Clerk to the Local Governing Body.

General role responsibilities



To provide strategic vision and leadership in all areas relating to finance ensuring the school is in good financial health

To be responsible for all financial management and administrative systems, ensuring full compliance, and enabling the highest quality teaching and learning to take place

To be responsible for the strategic leadership and development of ICT ensuring that it supports the highest quality teaching and learning

To oversee site management and development

To advise and support the Co - Head teacher/s with development opportunities and projects

To produce bids and see projects through to their conclusion and evaluation in order to provide additional opportunities, support and income to the school.

To contribute to the school development plan and school self-evaluation, providing regular reports to governors

To act as line manager and performance manager for identified members of staff

To make a full contribution to the wider leadership and management of the school

To act as Clerk to the Governors

Health and Safety



To oversee all aspects of the school Health and Safety

To ensure that all school trips are arranged and conducted in accordance with school and Local Authority Health & Safety policies and procedures

To keep abreast of changes in legislation, advising the Co - Head teacher/s and Governors accordingly; being responsible for all policies and procedures relating to Health & Safety (including First Aid, Fire Safety and other related policies)

To ensure adequate first aid provision is available at the school and that adequate accident records are maintained and acted upon.

To liaise with the premises manager and other site users to ensure that day-to-day arrangements are in accordance with Health & Safety policies and procedures

Personnel Management



To ensure the school meets statutory employment and equality obligations and regulations.

To be the first point of contact for staff for all employee relation issues, providing initial advice and guidance and liaising with LA advisors as required.

To support the Co - Head teacher/s in dealing with staff disciplinary and grievance issues

To case manage all employee relation issues (e.g. capability, disciplinary, grievance, restructures etc.), ensuring fairness, legality and independence at each stage, working with the external HR advisors where necessary.

Work alongside the Co - Head teacher/s r to ensure that sickness absence is effectively managed, and employees supported, including assisting with Occupational Health referrals.

To advise on and monitor the performance management cycle for all staff and ensure that all training needs of staff are adequately identified, and a programme agreed to meet the needs as appropriate within the operational requirements of the school. Manage staff training records, ensuring records are in place and kept up to date.

To lead on and provide support for the recruitment, selection and appointment process in the school, including preparing job outlines/person specifications, associated documentation/letters and arranging and supporting the interviews.

Undertake a general induction for all new staff in the school and liaise with the Senior Leadership Team to organise job specific induction.

Responsible for keeping staff records (both electronic and manual) up to date.

Produce HR reports for the SLT and Governing Board.

Work with the finance team and payroll as required to ensure accurate pay for all employees, including overseeing the administration of annual pay awards.

Ensure that all necessary information is recorded on the SCR and kept up to date, including staff, governors and frequent visitors to school to ensure the safeguarding of our pupils.

Run reports in relation to the SCR and ensuring checks take place with Safeguarding Governor and Co - Head teacher/s

Process and record DBS applications in strict accordance with latest guidance

To undertake Risk Assessments as required, including but not limited to maternity, medical.

Training



To undertake any training courses or in-house training relevant to the post.

To undertake any additional duties or responsibilities as reasonably determined by the Co - Head teacher/s

Person Specification: School Business Manager



Essential and desirable competencies



Qualifications



? Honours degree or equivalent ideally in a business/finance related subject

? Fully qualified ACCA, ACA or equivalent

? Evidence of appropriate professional development

? Advanced diploma of School Business or Administrative Management or working towards

Experience of;



? successful School Business management experience or similar

? managing procurement, fixed assets and contracts (including negotiation and monitoring)

? managing significant budgets, financial reporting.

? income generation including writing and evaluating external bids and funding mechanisms -

? managing and improving financial management systems and expanding systems to new joiners

? personnel management including line managing a group of staff

? strategic planning and evaluation to bring about improved services

? project management

? policy writing and management

? partnership working

Knowledge of;



? school funding methods

? financial management, including budget management knowledge

? premises management and contract management

? H&S, marketing, business management, facilities management, and administration within a school environment

? procurement procedures

? child protection procedures and a commitment to safeguarding pupils

? up to date technologies suitable for school environment
